The Midwest Adaptation Peer Exchange Report summarizes the outcomes of two Federal Highway Administration (FHWA) sponsored peer-exchange events that focused on minimizing the impacts of climate change on transportation assets in the Midwest. Participants included Indiana MPOs and Midwestern state DOTs. The purpose of the peer exchanges was to identify and share tools that are available to local, regional, and state transportation managers to encourage them to prepare for and minimize climate impacts on transportation infrastructure.

Through the Long Island Sound Study, ICLEI - Local Governments for Sustainability USA and the Connecticut Department of Energy and Environmental Protection (CT DEEP) partnered with Groton, Connecticut to conduct an analysis of how and if federal, state, and local stakeholders could collaborate to enhance resilience towards climate change at the local level. The Long Island Sound Study (LISS) is a National Estuary Program and is eligible for EPA grants under the climate change initiative Climate Ready Estuaries.

With assistance from the National Oceanic and Atmospheric Administration (NOAA) Coastal Services Center, the Miami-Dade County Office of Sustainability hosted a workshop for county department staff from across all sectors to learn about potential sea level rise (SLR) impacts on county assets and processes, provide input on a county-wide vulnerability assessment, and identify opportunities to adapt to SLR and other climate impacts. The workshop employed NOAA’s Roadmap for Adapting to Coastal Risk, which provides communities with a framework for conducting a participatory assessment of community vulnerability to coastal hazards as well as an approach for incorporating relevant risk information into local planning.

The Waterfront Action Agenda is the three year implementation component of 'Vision 2020: New York City Comprehensive Waterfront Plan. ' The Action Agenda organizes each project under one of the eight goals of 'Vision 2020', identifies the City agency leading its implementation, and lists the date by which the project will be undertaken. The Agenda includes 130 specific, high-priority projects - a set of projects chosen for their ability to catalyze investment in waterfront enhancement. It contains neighborhood strategies and specifies recommendations for individual sites along the waterfront.

The City of Ventura, California, has had ongoing erosion at Surfer's Point, a popular surfing spot adjacent to the mouth of the Ventura River. A California State Park bike path along the shoreline and an adjacent County Fairground parking lot have also experienced frequent damage from erosion. Local stakeholders collectively approved a plan to move the parking lot, pedestrian path, and bike path away from the tideline, instead of building a seawall or adding other armoring, which was projected to permanently damage the beach and surf break.

Communities along the San Francisquito creek, along with many others in the Bay Area of California, are facing increased flood risk from sea level rise, while existing flood protection challenges are projected to be exacerbated. The San Francisquito Creek Joint Powers Authority (SFCJPA), covering a 30,000 acre watershed, has sought to address these challenges by working to simultaneously improve flood protection, recreational opportunities and habitat benefits to multiple communities. The SFCJPA San Francisco Bay to Highway 101 flood protection project is designed to protect against a 100-year San Franciscquito creek flow event happening at the same time as a 100-year high tide event that is marked by a sea level rise of 26 inches.

The Alaska University Transportation Center (AUTC) of the University of Alaska, Fairbanks, has supported multiple projects to research measures to reduce permafrost thaw and the resulting impacts to roads, specifically along the Alaska Highway (the only road connecting Alaska to the continental U. S. ). Structural damage occurs when the permafrost under road infrastructure thaws. Thermal modeling demonstrates that the stability of permafrost below roadways and embankments is greatly affected by surface temperatures of roadways, and it has therefore been predicted that as the climate warms, permafrost degradation will be a major issue for the design and maintenance of roads in Alaska.

The Michigan Department of Transportation (MDOT) tested a National Cooperative Highway Research Program (NCHRP) cost-benefit model to evaluate the cost-effectiveness of a roadside slope stabilization project in light of future temperature and precipitation projections. The road, which is located on a portion of route M-222 along the Kalamazoo River in the City of Allegan, has a slope that has already experienced erosion caused by intense precipitation and flooding. MDOT was in the process of stabilizing the slope using structural measures, rather than vegetative or other “soft” approaches.
