The State Agencies For Resilience (SAFR) Connecticut Connections report is a proposal for the National Disaster Resilience Competition (NDRC) implemented by the U. S. Department of Housing and Urban Development (HUD). The NDRC is making nearly $1 billion in funds available to communities impacted by natural disasters from 2011-2013. HUD preselected the State of Connecticut as an eligible applicant for this grant. Within the State of Connecticut, Fairfield and New Haven counties were determined by HUD to be the most impacted and distressed areas.

The U. S. Department of Transportation's Vulnerability Assessment Scoring Tool (VAST) is an Excel-based tool* designed to help transportation planners conduct a quantitative, indicator-based screening of transportation system vulnerabilities to climate stressors. It is intended for use by state departments of transportation (DOTs), metropolitan planning organizations (MPOs), and other transportation organizations and agencies, to help these agencies efficiently assess vulnerabilities and prioritize assets.

The U.S. Department of Transportation's "Transportation Climate Change Sensitivity Matrix" is an Excel spreadsheet tool that includes detailed information about the sensitivity of different types of transportation assets to climate stressors. It is designed to be used in the process of assessing transportation system vulnerability to climate change, so that transportation agencies can properly prioritize assets for adaptation measures.

Monterey County, California and its twelve incorporated municipalities have integrated climate change into their combined Multi-Jurisdictional Hazard Mitigation Plan. Hazard Mitigation Plans guide state and local efforts to reduce disaster losses of life, property, and infrastructure, including transportation assets. Home to more than 400,000 people, Monterey County sits along the California coast, where it faces numerous climate-connected - often interrelated - threats, including sea-level rise, coastal erosion, flooding, wildfires, and landslides, which can all affect transportation.

The Massachusetts Department of Transportation (MassDOT) and the Federal Highway Administration (FHWA) commissioned a pilot project to assess climate change vulnerability of the Central Artery and Tunnel System (CA/T) for the City of Boston, Massachusetts in 2013 - 2015. Through sea level rise and storm surge modeling for Boston, the study found that this critical transportation system is highly vulnerable to flooding. The pilot team developed adaptation strategies for current and future implementation, and initiated an emergency response plan for tunnel protection.

Produced under the Obama Administration, this catalog profiles 62 federal funding programs that can support communities of Alaska in improving their climate resilience. For each program, it lists the program’s purpose, funding level, allowable applications, and who may qualify as an eligible applicant. Resources are emphasized that are useful to tribal and native Alaskan communities. The programs described in the catalog are wide ranging, including grants such as FEMA’s Pre-Disaster Mitigation Grant Program and the NIH/NIEHS “Research to Action” program aimed at helping communities assess their local environmental threats.

The North Carolina Agriculture and Forestry Adaptation Work Group (NC-Adapt) has found that climate change risks to North Carolina’s agriculture and forestry industries warrant expanded and accelerated adaptive management planning. In this report, NC-Adapt reviews summarized climate impacts for the sectors, and outlines an adaptive management plan to improve agriculture and forestry resiliency and economic viability.

The City of Portland and Multnomah County, Oregon 2015 Climate Action Plan (CAP) presents a plan to reduce local carbon emissions 80 percent below 1990 levels by 2050 with specific objectives to achieve by 2030. The Plan also identifies over 100 strategies to both reduce local carbon emissions, and adapt to and prepare for climate change in the short-term. The CAP states that its success is dependent on ability to create jobs, advance social equity, improve public health, strengthen natural systems and enhance quality of life, as co-benefits of these mitigation and adaptation strategies.

European nations collaborated on two research projects beginning in 2009 to develop a detailed climate change risk assessment methodology and tools for adapting transportation systems and infrastructure. The first project, entitled “RIMAROCC” (Risk Management for Roads in a Changing Climate), produced a risk assessment framework to support decision-making regarding roads in light of climate change impacts. The more recent “ROADAPT” (Roads for Today, Adapted for Tomorrow) project developed guidelines and tools to be used with the RIMAROCC risk assessment framework, to better inform detailed vulnerability and socioeconomic impact assessments, and selection of adaptation strategies.

The National Park Service (NPS) produced this report assessing assets in coastal parks that may be threatened by a future one-meter rise in sea level. Over 10,000 assets were evaluated, including roads and trails, and 39 percent of assets (or $40 billion worth) in 40 coastal parks were designated as “high exposure. ” The report was intended to provide an overview of NPS' exposure to sea-level rise, but was not designed to inform decision-making about specific assets at the park-level. The analysis provides a methodology for assessing exposure of systems at a national or regional scale.
