DOT Rebuilding American Infrastructure with Sustainability and Equity (RAISE) Grant Program

2021

In April 2021, the Department of Transportation (DOT) rebooted its discretionary rail, transit, and port funding program as the Rebuilding American Infrastructure with Sustainability and Equity (RAISE) program. The program was initially known as the TIGER grant program, and most recently administered as the Better Utilizing Investments to Leverage Development (BUILD) program. The FY 2021 funds will be available for obligation through September 30, 2024. The 2021 Notice of Funding Availability (NOFO) prioritizes projects that contemplate and address climate-related concerns such as energy efficiency, resilience, and emissions, requiring that climate and environmental justice impacts be considered by planners. Applications must be submitted by 5:00 PM Eastern on July 12, 2021.

U.S. Department of Transportation Infrastructure For Rebuilding America (INFRA) Program

The Infrastructure for Rebuilding America (INFRA) grant funding program exists to provide federal funding support to nationally or regionally significant highway and freight projects. In reviewing grant applications, the U. S. Department of Transportation (USDOT) prioritizes projects that support economic vitality, promote or deploy innovation, allow federal funding to be leveraged in attracting private investment, and support accountability. For the first time, however, in 2021 USDOT also began prioritizing projects that promote racial equity, and those that address climate change and environmental justice.

DOT BUILD Grant Program

April 2018

In 2018 the U. S. Department of Transportation (DOT) replaced the Transportation Investment Generating Economic Recovery (TIGER) program with the Better Utilizing Investments to Leverage Development (BUILD) transportation grant program. BUILD is a discretionary grant program that makes federal funding available on a competitive basis to surface transportation projects that meet "merit criteria. " Since 2009, DOT has provided $7. 1 billion in grants through this program to support 554 projects in all 50 states, the District of Columbia, and U.

Caltrans Grant Application Guide: California SB 1 - Adaptation Planning grants

January 5, 2018

California Senate Bill 1, the Road Repair and Accountability Act of 2017, was signed into law on April 28, 2017, to invest $54  billion over the next 10 years to repair roads, freeways and bridges in communities across California.  The new SB 1 planning grant funds include $20 million over three years for Adaptation Planning Grants to local and regional agencies for climate change adaptation planning. $7 million dollars are available for the FY 2017-18 grant cycle.

FHWA Emergency Relief Program and Resilience

The Federal Highway Administration (FHWA) developed this document to clarify that program funds provided through the Emergency Relief (ER) Program may be used to rebuild more resiliently in ways that will prevent damage from future extreme weather events. The FHWA-ER program provides funding for the repair or reconstruction of Federal-aid highways that have experienced major damage from natural disasters or other externally-caused catastrophic failures.

DOT TIGER Grant Program

2016

The Transportation Investment Generating Economic Recovery (TIGER) Discretionary Grant program, administered by the U. S. Department of Transportation (DOT), provided discretionary funding for investments in road, rail, transit and port projects. Since 2009, TIGER has provided nearly $4. 6 billion to 381 projects in all 50 states, the District of Columbia and Puerto Rico, including 134 projects to support rural and tribal communities. For FY 2016, $500 million was made available for transportation projects across the country under an eighth round of TIGER.

Minnesota DOT Flood Mitigation Program

The state of Minnesota created a $50 million Minnesota Department of Transportation (“MnDOT”) Flood Mitigation Program (“Program”) to increase the resilience of transportation system after severe spring floods in 2010 caused over $64 million in damages in the state. The Flood Mitigation Program will fund repairs, elevations, and realignments to road and bridges, as well as improvements to drainage structures. Although the program documents do not explicitly cite to climate change, MnDOT lists the Flood Mitigation Program as an adaptation action that the agency is taking to prepare for climate change.

DOT Fastlane Grants

December 2015

The U.S. Department of Transportation (DOT) Nationally Significant Freight and Highway Projects Program, also known as the FASTLANE program, is a new competitive grant program that was included in the “Fixing America’s Surface Transportation Act” (FAST Act) to provide funding for nationally significant highway, bridge, and freight projects. Congress authorized $800 million in funding for the FASTLANE program for the 2017 fiscal year.

Tucson, Arizona Rebates for Curb Cuts to Harvest Rainwater

July 2015

In Tucson, curb cuts can reduce flooding on streets and capture water for irrigation in the arid region. Tucson began offering water harvesting rebates for the installation of curb cuts, openings created in the curb to allow stormwater from the street to flow into water-harvesting basins. Curb cuts are used to reduce the amount of stormwater flowing down the street, often diverting that water into basins to irrigate vegetation. The Tucson City Council voted in November 2014 to expand the city’s rainwater harvesting rebate program to provide rebates for curb cut installation.

New York State Bridge Scour Program

January 2014

New York has announced a program to upgrade 105 critical bridges across the state by repairing existing scour damage and increasing resilience to future damage from floods and extreme weather events.   The Bridge Scour Program will ensure that the essential transportation infrastructure remains safe and provides access for emergency responders during the severe weather events that have become more common in New York and may further increase in frequency and severity under future climate conditions.
