The New Orleans non-profit Evacuteer. org installed clearly recognizable public art in “Evacuspots,” New Orleans’ designated emergency evacuation locations, to facilitate public transportation during a mandatory evacuation in advance of a Category three or higher hurricane. Evacuteer. org partners with the New Orleans Office of Homeland Security and Emergency Preparedness to aid in the operation of City Assisted Evacuation (CAE), the city’s free, public evacuation program to assist residents without their own means of transportation.

The Transportation Research Board (TRB) of the National Academies National Cooperative Highway Research Program (NCHRP) developed Report 753: A Pre-Event Recovery Planning Guide for Transportation, which provides an overview of steps involved in planning and preparing for the recovery of critical transportation infrastructure after a catastrophic event such as a severe storm or wildfire. The Guide was developed to assist transportation owners, operators and planners with pre-event recovery planning.

In the wake of Hurricane Sandy and the substantial damage done to the infrastructure managed by the Port Authority of New York and New Jersey (PANYNJ), PANYNJ has been repairing and rebuilding infrastructure components to make its PATH transit system more resilient to future Sandy-like storm events. The PATH system, the heavy rail (6 to 12-car trains) rapid transit system linking Manhattan to New Jersey cities and suburban communities, experienced the most severe flooding of any PANYNJ facilities during Hurricane Sandy.

This report details the efforts New York and New Jersey took to prepare for impacts to the transportation system before Hurricane Sandy, and measures state and local entities took after the storm to restore service and to improve the system. Although the report does not talk about climate change specifically, the measures discussed could be used to increase the resilience of transportation systems to extreme weather and impacts of climate change. The report also details investments that state and local entities could make to increase the resilience of transportation system such as installing backup power for subway pumps, increasing the use of porous pavements in flood-prone areas, and locating generators and fuel sources above flood elevations or out of floodplains.

Atlantic City, New Jersey used minibuses known as “jitneys” that were powered by compressed natural gas in their emergency planning efforts for Hurricane Sandy. Because the vehicles run on an alternative fuel, they were able to continue operating when gasoline was in short supply during and after the hurricane.

The Michigan Department of Transportation (MDOT) restored roadside slopes along approximately 9 miles of I-696 between I-75 and I-94 using alternative plants that are heat and drought resistant and will help stabilize the slopes to prevent erosion. The slope restoration project is part of an effort to reduce stormwater runoff from roadways and thereby protect the quality of Michigan waterways. The 55,000 plants, shrubs, and trees selected create a variable-depth root structure to help stabilize the steep slopes and reduce runoff volume and velocity, particularly during intense rain events that are projected to increase in intensity and variability with climate change.

The National Park Service (NPS) has taken interim and long-term measures to repair and reinforce a one-mile section of the access road to Exit Glacier, the most accessible and popular area of Kenai Fjords National Park, to address flooding damage exacerbated by climate impacts. While flooding is a recurring event in the glacial area, less predictable flow patterns and increased flood frequency due to climate change have destabilized drainage on the road. NPS worked with highway engineers to design an interim solution, using concrete barriers to keep flood waters off the road, while continuing to study long-term stabilization solutions.

Dallas/Fort Worth International Airport (DFW) has introduced maintenance and operations procedures for snow and ice removal in cases of unusual snow events that would limit the airport’s role as one of the world’s busiest airports. After experiencing a large snow and ice storm in 2011, DFW could not handle the snow-clearing needs to keep the airport operating at full capacity. The storm occurred right before the Super Bowl in 2011, halting the flow of thousands of visitors using the airport for travel and bringing attention to the need to better manage severe winter storms.

The Google Crisis Response Team and the Vermont Agency of Transportation (VTrans) partnered to develop a real-time road closure map for Vermont in the aftermath of Hurricane Irene. This tool provided information on the location and severity of damaged infrastructure so that state government agencies and the public could safely and efficiently navigate Vermont’s roads, and manage the damage in the aftermath of the storm.

The California Department of Transportation (Caltrans) Division of Research and Innovation conducted a Preliminary Investigation (PI) to identify strategies for reducing roadside slope erosion and preventing costly slope failures as climate change alters patterns of precipitation in California. The PI found that in general, California is a leader in erosion control and stormwater management, but recommended follow-up research on the effectiveness of specific plants or “green” products that may enhance or improve the nature-based methods for stabilizing slopes that California has already begun to implement.
