Adaptive Transportation Projects and Design Guidelines

These resources provide examples of physical adaptation projects in the transportation sector as well as other examples related to project design, such as design guidelines that incorporate climate change projections. Many of the examples in this list are provided by case studies developed through a cooperative agreement with the Federal Highway Administration. Caltrans Devil’s Slide Realignment Project

2013

The California Department of Transportation (Caltrans) invested in an expensive relocation of the Devil’s Slide segment of Highway 1, a coastal highway linking Half Moon Bay and San Francisco in San Mateo County. The segment was repeatedly closed due to damage from rockslides and erosion. The state decided to relocate the road at additional up-front expense (approximately $342 million) to avoid the long-term maintenance costs of rebuilding the road repeatedly in its existing location. Although not specifically implemented in response to climate change, this project provides an example of how realignment may present a cost effective strategy for adapting transportation assets in the face of mounting maintenance costs from repeated damage due to climate-related events.

Necanicum River - Highway 101 Flood Mitigation

2013

A flood mitigation and habitat restoration project led by the North Coast Land Conservancy (NCLC) and funded by the Oregon Department of Transportation (ODOT) removed a levee built in the 1960s and reestablished the Necanicum River floodplain, mitigating flooding of Highway 101.

Prince George’s County, Maryland Complete Streets Initiative

November 2012

In 2012, the Prince George’s County Council in Maryland passed a Complete Streets Ordinance that requires officials to incorporate measures to manage runoff and increase access for all roadway users (bicyclists, pedestrians, etc. ) on public and some private roadways. The ordinance directs county officials to incorporate environmental site design into road, trail, sidewalk, and transit construction projects to ensure that stormwater runoff is well-managed and that roads are accessible to everyone.

Reconstruction of Wacker Drive (Chicago, Illinois) Using High Performance Concrete

November 2012

The City of Chicago redesigned and rebuilt the iconic two-level Wacker Drive using high performance concrete to be resilient to a variety of extreme weather conditions, such as severe freeze-thaw cycles. To prevent the same deterioration that had occurred with the previous design, the city required that the redesigned upper deck be built for a minimum 100-year service life, be chemically resistant to de-icing salts and have no cracks during the deck's 100-year life.

Pilsen Sustainable Streets (Chicago, Illinois Department of Transporation)

October 9, 2012

On October 9, 2012, the Chicago Department of Transportation (CDOT) completed the first phase of the Pilsen Sustainable Streets project, which uses permeable pavement and green infrastructure elements to address current and projected increases in temperature and precipitation. The sustainability project, described as the “greenest street in America,” consists of a two-mile stretch of Blue Island Avenue and Cermak Road located in the Pilsen neighborhood. The project features will help reduce flooding, manage stormwater, and reduce temperatures, allowing CDOT to address two potential climate impacts with the same project.

Kenai Fjords National Park – Protection of Exit Glacier Road

September 2012

The National Park Service (NPS) has taken interim and long-term measures to repair and reinforce a one-mile section of the access road to Exit Glacier, the most accessible and popular area of Kenai Fjords National Park, to address flooding damage exacerbated by climate impacts. While flooding is a recurring event in the glacial area, less predictable flow patterns and increased flood frequency due to climate change have destabilized drainage on the road. NPS worked with highway engineers to design an interim solution, using concrete barriers to keep flood waters off the road, while continuing to study long-term stabilization solutions.

Miami Beach Stormwater Infrastructure Adaptation

The City of Miami-Beach is taking action to protect Miami Beach roads, sidewalks, storm drains, and other key infrastructure from sea-level rise and flooding by installing pumps, raising roads, and protecting the city with seawalls. The project seeks to guard both critical resources like the City’s water and power supply as well as roads and property from flooding. The City is in the process of investing an estimated $500 million for this project that is slated to last six more years. Funding comes from local taxes and 84% increase in stormwater fees.

Charles River Watershed Association Green Infrastructure Demonstration Projects

The Charles River Watershed Association (CRWA), through its “Blue Cities Initiative,” develops demonstration projects that feature green infrastructure along streets and in other public and private spaces, with the goal of managing increases in precipitation caused by climate change. More frequent and intense rainfall events will increase the risks of flooding, sewer overflows, and water pollution in the Northeast. CRWA has implemented demonstration projects in the Boston metropolitan area to illustrate and assess the effectiveness of different green stormwater management techniques, including permeable pavements and roadside vegetation, and to encourage replication of these strategies in other areas.

Caltrans Guidance on Incorporating Sea Level Rise - for use in the planning and development of Project Initiation Documents

May 16, 2011

This guidance document was developed by the California Department of Transportation (Caltrans) pursuant to Executive Order S-13-08, issued by then Governor Schwarzenegger in November 2008. It provides guidance to Caltrans staff Project Development Teams on how to assess the vulnerability of transportation projects to sea-level rise (SLR) impacts and incorporate adaptation into the programming and design of vulnerable projects.

The Port Authority of New York and New Jersey (PANYNJ) Sustainable Infrastructure Guidelines, Appendix 2: Climate Change Projections

March 23, 2011

The Port Authority of New York and New Jersey (PANYNJ) in 2011 created Sustainable Infrastructure Guidelines to rate agency infrastructure projects using a point system and checklist that incorporates design evaluation based on climate change projections for temperature, precipitation, and flood elevation. The Guidelines require application of these climate change projections and evaluation of impacts in order to receive points for the “Site Assessment” phase of project design, which generally involves assessing existing conditions and using the information to identify best management practices (BMPs) for the project.
