The Congestion Mitigation and Air Quality (CMAQ) program allocates federal funding for infrastructure projects that reduce congestion and improve air quality in areas that (currently or formerly) do not meet certain national air quality standards. CMAQ funds may be used to establish new or expanded transportation projects or programs that reduce emissions, including capital investments in transportation infrastructure, congestion relief efforts, and diesel engine retrofits. CMAQ is jointly administered by FHWA and the Federal Transit Administration.

The Charles River Watershed Association (CRWA), through its “Blue Cities Initiative,” develops demonstration projects that feature green infrastructure along streets and in other public and private spaces, with the goal of managing increases in precipitation caused by climate change. More frequent and intense rainfall events will increase the risks of flooding, sewer overflows, and water pollution in the Northeast. CRWA has implemented demonstration projects in the Boston metropolitan area to illustrate and assess the effectiveness of different green stormwater management techniques, including permeable pavements and roadside vegetation, and to encourage replication of these strategies in other areas.

The U.S. Environmental Protection Agency’s (EPA) Urban Waters Program is a potential source of funding for green infrastructure and other resilience projects that highlight equity and environmental justice. The program offers small grants (up to $60,000) for water projects that encourage the growth of local business, promote public education, or otherwise create recreational, social, and employment opportunities in local communities. Since its inception in 2012 the program has provided $6.6 million in funding to 114 organizations across the U.S. and in Puerto Rico. Through this program, underserved communities can access healthy waters; helping grow local businesses and enhancing educational and social opportunities.

From the Center for Neighborhood Technology, this guide outlines a framework for measuring and valuing the ecological, economic and social benefits of green infrastructure (GI). The value of Green Roofs, Tree Planting, Bioretention and Infiltration, Permeable Pavement, and Water Harvesting practices are detailed. The goals of the report are to inform decision-makers and planners about the multiple benefits green infrastructure offers communities; and to guide communities in quantifying the benefits of green infrastructure investments.

Green Building Council, this report summarizes research on projected climate change impacts in the built environment at various scales - regional, neighborhood, and site or building. Predicted climate changes are reported by region, with a range of future characteristics in the categories of temperature, precipitation, coastlines, air quality, pests, and fires. The report also provides strategies for enhancing resilience in buildings, which focus on how green building professionals can utilize adaptation strategies in the built environment.

The City of Binghamton, New York’s erosion control ordinances require property owners seeking permits for construction to submit an Urban Runoff Reduction Plan (URRP) to demonstrate how they will manage stormwater after construction. The URRP must show how the development will manage a 10-year, 24-hour storm event and include green infrastructure techniques. Like Seattle Washington’s stormwater ordinance, the clear requirement to include green infrastructure takes the code beyond simple retention, specifying the best management practices (BMPs) that the city most wants to see, such as green roofs.

From the Natural Resource Defense Council (NRDC), Rooftops to Rivers II describes the challenges of managing stormwater, and the benefits and economics of employing green infrastructure to do so. The report explains how population growth, changing landscapes, aging infrastructure, and climate change are placing increasing pressures on stormwater management. Highly detailed case studies are developed for 14 cities that are all leaders in employing green infrastructure solutions to address stormwater challenges.

In 2001, Seattle Public Utilities completed construction of its Seattle Street Edge Alternatives (SEA Streets) project, in which a single residential block was retrofitted with vegetated swales and rain gardens. SEA Streets was a pilot demonstration project designed to return drainage and vegetation in the area to a natural systems approach - providing community and street level aesthetic benefits, as well as contributing to the management of rainfall with green alternatives to stormwater drainage.

This report, Green Roofs in Seattle, summarizes finding from a 2009 inventory of green roofs located within the city limits of Seattle, Washington. The inventory was completed as a result of a collaboration between Seattle Public Utilities, the Seattle Department of Planning and Development, and the Green Futures Lab at the University of Washington. In part, the research was designed with the intention of gaining insight into Seattle’s growing green roof industry and its trends, to create a baseline understanding of this emerging marketplace, and to gauge the actual use of green roofs as a Green Stormwater Infrastructure tool.

Edmonston, a small town near Washington DC in Prince George’s County, MD, created a “green street” to address previous problems with flooding on Decatur Street near the Anacostia River. The town wanted to better manage that flooding and improve water quality, as well as to manage traffic by narrowing the street. The project utilizes a variety of green infrastructure tools to reduce stormwater runoff, thereby decreasing the amount of polluted water that enters the Anacostia River. While the project does not specifically reference climate change as a motivation, the methodology and considerations for this project, could be useful for a jurisdiction that will experience heavier precipitation due to climate change.
