Developed by the Office of Environmental Health Hazard Assessment at the request of the California Environmental Protection Agency (CalEPA), CalEnviroScreen is a science-based tool that identifies the California communities most burdened by pollution from multiple sources and most vulnerable to its effects. The tool uses existing environmental, health, demographic and socioeconomic data to create a screening score for communities across the state. Specifically, the tool uses data on 20 indicators covering pollution and population characteristics to create scores for each of the state’s 8,000 census tracts.

This report addresses how to measure the social vulnerability of rural populations in the context of public lands management, with an focus on Bureau of Land Management (BLM) lands. Recognizing the need to better understand the climate vulnerabilities of those individuals and communities that depend upon resources managed on public lands, and the array of public land uses, federal agencies are asked to take into account both the needs and environmental impacts of human activities. The paper highlights existing approaches to social vulnerability assessments and presents design principles for holistic social-ecological vulnerability assessments.

This strategy document is the culmination of a process that began in November 2007 to review and update the Department of Energy (DOE) 1995 Environmental Justice Strategy. The strategy describes DOE’s plan for complying with Executive Order 12898, Federal Actions to Address Environmental Justice in Minority Populations and Low-Income Population (Clinton, 1994). The strategy outlines its objectives to integrate environmental justice into National Environmental Policy Act (NEPA) implementation, minimize climate change impacts on vulnerable people, and comply with Title VI of the Civil Rights Act of 1964.

This report focuses on ways that local governments can prepare for climate change impacts through land use and building policies. The report focuses on smart growth strategies that offer multiple benefits beyond climate preparedness including cost-savings, energy efficiency, increasing transportation options, and building economic opportunities. The strategies presented in the report are categorized as modest adjustments, major modifications, and wholesale changes, in order to help local governments determine which options are most appropriate for their own community.

Drought and Equity in California is the first statewide analysis of the impacts of the five-year and ongoing drought on California’s most vulnerable communities. Three major impacts of the drought are the focus of the report, including water supply shortages, drought charges and water affordability, and the drought impacts on salmon fisheries. The Pacific Institute finds that water shortages and price increases affected access to safe, affordable water for Californians, with the most severe impacts on several vulnerable populations.

The CalBRACE (California Building Resilience Against Climate Effects) Project of the California Department of Public Health (DPH) developed 58 Climate Change and Health Profile Reports – one for each county in the state. The reports outline climate projections for extreme heat, sea level rise, wildfires, drought and air quality, as well as climate related health risks and indicators for social vulnerability. Adaptation strategies are outlined for each county also, to address these public health impacts.

The Climate Change and Health Equity Program of the California Department of Public Health developed Climate Change and Health Vulnerability Indicators for California. The indicators can help communities and local decision makers to better understand the populations that are more at risk for climate change induced or exacerbated health impacts. DPH suggests that the indicators can be used to screen and prioritize public health action to increase resilience. There are 21 indicators, organized into three domains: environmental exposures, population sensitivity, and adaptive capacity.

New York City’s Universal Access to Legal Representation Law (or Right to Counsel (RTC)) is the first in the country to provide right-to-counsel in housing cases. The 2017 law allocates $155 million over five years to a program that provides free legal representation to tenants for eviction or other housing-related matters. Since its inception, the program has raised the number of represented tenants from 10 to over 27%, decreased evictions by 23%, and has saved the city an estimated $320 million per year. Initially implemented in the Bronx, the program is set to expand to other boroughs beginning in 2020.
