In July 2020, the City of Oakland’s Department of Public Works released Oakland 2030: Equitable Climate Action Plan (ECAP). ECAP is a cross-sectional, citywide plan that establishes 40 specific actions that City agencies and its partners must take by 2050 to reduce Oakland’s climate emissions and improve resiliency in an equitable manner. With a strong focus on equity throughout, the ECAP authors have broken down its recommendations and policy actions into seven distinct sectors: transportation and land use, buildings, material consumption and waste, adaptation, carbon removal, City leadership, and the Port of Oakland.

Quinault Indian Nation (QIN), a federally recognized tribe located in Washington state, is currently implementing a phased relocation plan as part of a managed retreat strategy in response to the impacts of sea-level rise, flooding, and concerns about the increased likelihood of tsunamis and storm surges attributed to climate change. In 2017, QIN adopted the Taholah Village Relocation Master Plan that outlines a vision and development plan for relocating a portion of QIN living in the Lower Village of Taholah to a higher ground location in the Upper Village Relocation Area. The Master Plan contains eleven chapters covering the history and the need to relocate, goals and principles of the plan, and different aspects of the Upper Village blueprint including appropriate community facilities, housing, infrastructure, culture, sustainability, and resilience. It also sets forth implementation steps for the project through phasing, necessary regulatory changes, and funding. QIN developed the Master Plan with significant community input. The community engagement processes and sustainable planning strategies can provide transferable lessons for other state and local jurisdictions considering similar questions of strategic planning for coastal retreat and relocation, even on a smaller scale. The Storm Hardening and Resiliency Joint Agreement demonstrates how community-based organizations can advocate for investments in grid resilience and ensure that investments are made without significant rate increases for low-income customers. Vulnerabilities and inequities in energy infrastructure were exposed following Superstorm Hurricane Sandy in October 2012, which caused significant impacts to New York City’s (NYC) energy system. To protect customers, the region, and energy systems from future natural disasters, Consolidated Edison, Inc. (ConEd) proposed a $1 billion capital investment for years 2013 through 2016 to mitigate impacts of future extreme weather, protect infrastructure, harden energy system components, and facilitate restoration. The utility organized a “Resiliency Collaborative” process to decide on how funds will be spent in their rate application filing. A collaboration of 12 parties including ConEd, NYC agency officials, and nonprofit and academic stakeholders resulted in a Joint Agreement between state Public Service Commission (PSC), ConEd, and other collaborative parties that froze electric rates for two years and required $1 billion in investment in storm hardening and resiliency. The multi-year rate plans ensure that delivery rates will not increase until after the rate plans have ended. The plan also offers rate mitigation for customers while assuring continued safe and reliable service. The agreement also provides for the expansion of the ConEd low-income discount programs to ConEd’s electric and gas businesses for the benefit of low income customers.

The North Carolina Climate Risk Assessment and Resilience Plan is the state’s first climate change adaptation plan. It includes the results of vulnerability assessments within 11 critical sectors, climate justice concerns and strategies, and recommendations for nature-based solutions to enhance ecosystem resiliency and sequester carbon in the state’s natural and working lands. North Carolina Governor Cooper’s 2018 Executive Order 80 directed state agencies to integrate climate adaptation and resiliency planning into their policies, programs, and operations; and mandated that the Department of Environmental Quality (DEQ) lead the development of this climate risk assessment and resiliency plan for the state.

In May of 2020, New York City (NYC)’s Mayor Bill de Blasio announced a COVID-19 Heat Wave Plan to keep vulnerable New Yorkers cool at home, create safer summer cooling options, and anticipate and reduce power outages. The plan addresses the higher risk for indoor summer heat exposure that vulnerable residents face while simultaneously trying to maintain social distancing in the context of a global pandemic. The $55 million plan directs the City to install 74,000 air conditioning units in the homes of residents who are 60 years of age or older, retrofit new spaces for emergency cooling centers, and better prepare for power outages. The plan lessens risk for vulnerable NYC residents of heat-related illnesses and death, as well as COVID exposure or infection. NYC recognizes the intrinsic connection with climate change, social equity, and COVID-19 recovery, and is committed to protecting the most vulnerable from climate impacts like extreme heat.

The Dallas Comprehensive Environmental and Climate Action Plan (CECAP) is a roadmap developed by the City of Dallas, Texas, and community stakeholders that outlines steps the city can take to reduce its greenhouse gas (GHG) emissions while enhancing climate resilience. The plan provides an overview of the environmental and climate challenges that Dallas faces, recommends actions to improve the environmental quality of the city, build resilience, and reduce greenhouse gas emissions, and identifies funding and partnership opportunities to support plan implementation.

Topics discussed include DNR’s current roles, goals for implementation, equity and tribal considerations, and the challenges and opportunities within various resource-specific sectors. DNR aims to advance climate resilience through management of the lands and water they oversee, internal changes within their own agencies and programs, and coordinating with partner organizations.

Co-created by the Office of Sustainability and the Racial and Environmental Justice Committee (REJC) of the City of Providence, Rhode Island, this Climate Justice Plan lays the foundation for socially equitable climate mitigation and adaptation. Providence Mayor Elorza has set a goal for the city to become carbon neutral by 2050, with frontline communities to “lead the charge. ” The Plan includes seven key objectives and over 50 mitigation as well as adaptation strategies developed to concurrently achieve carbon neutrality, climate resilience and social climate justice in Providence.

San Antonio Climate Ready is a Climate Action and Adaptation Plan (CAAP) that provides a roadmap to achieve equitable climate mitigation and resilience goals for San Antonio, Texas - one of the largest and fastest growing cities in the U. S. The City of San Antonio aims to be carbon neutral by 2050 and the CAAP identifies mitigation strategies intended to advance that goal, inclusive of adaptive ecosystem restoration and social equity strategies. As temperature and extreme heat events increase while annual precipitation decreases across the region, the plan also identifies 45 adaptation strategies to address these climate impacts and many more.

Karuk have lived in the Klamath-Siskiyou Mountains in the mid-Klamath River region of northern California beyond documented history, and now face severe climate change impacts to their territory and way of life. The Karuk Climate Adaptation Plan details climate impacts and adaptation strategies for the Karuk tribe and culture, local species and habitats, human health, critical infrastructure, tribal programs, tribal sovereignty and management authority. The climate adaptations evaluated have combined western science and Karuk traditional knowledge, and are recommended based on 22 focal species cultural indicators “for human responsibilities and necessary human actions” across seven habitat management zones.
