The California Energy Commission’s Public Interest Energy Research (PIER) Program established the California Climate Change Center (CCCC) in 2003 to document climate change research relevant to the state. The Center was the first state-funded climate change research program in the nation. Its goal was to enhance national and international studies, generating new information that can be used to shape California’s climate change policy. This center operated as a virtual organization with core research activities at the Scripps Institution of Oceanography and the University of California, San Diego, complemented by efforts at other research institutions.

The mission of the California Department of Water Resources (DWR) is to manage the water resources of California in cooperation with other agencies, to benefit the State's people, and to protect, restore, and enhance the natural and human environments. DWR's responsibilities and duties include preventing and responding to floods, droughts, and catastrophic events; informing and educating the public on water issues; and planning for future water needs, climate change impacts, and flood protection - among other climate change related concerns.

The California Department of Fish and Game's (DFG’s) mission is 'to manage California’s diverse fish, wildlife, and plant resources, and the habitats upon which they depend, for their ecological values and their use and enjoyment by the public. ' The Climate Science Program was created in 2008 as part of the Climate Science and Renewable Energy Branch to help the Department address climate change, in support of this mission. The Program is designed to minimize the negative effects of climate change through the development of adaptation and mitigation measures, policies, and practices that provide clear benefits to the state’s fish, wildlife, and terrestrial and marine ecosystems.

The California Energy Commission is the state's primary energy policy and planning agency, and their mission is to assess, advocate and act through public/private partnerships to improve energy systems that promote a strong economy and a healthy environment. The Commission has played an important role since 1988 in coordinating state activities addressing climate change and continues to play a major role in the state's efforts. The Commission conducts scientific research on climate change through the Public Interest Energy Research Program (PIER) and the California Climate Change Center, and has published numerous reports under its PIER Program and by staff.

California Environmental Justice Alliance (CEJA) is a statewide coalition of grassroots, environmental justice organizations. CEJA seeks to shift the paradigm to prioritize environmental justice communities in California’s climate policy. To do so, CEJA works to put equity at the center of the climate debate; put the most vulnerable communities in leadership roles; and reorient policy to reduce toxic hotspots, implement strong regulatory measures, and speed the transition away from fossil fuels.

California Sea Grant sponsors marine research, extension services, and education activities to support the management, conservation, and enhancement of coastal resources. The California Sea Grant Extension Program is responding more frequently to questions about how climate change might impact the California coastal environment. Studies on topics such as ocean acidification, changes in sea levels, shifts in upwelling, thermal regime changes and phenology are now among the program's funded activities.

The California State Climate Office collects and interprets climate data for California, and disseminates climate data and information through various means including their website. The California State Climate Office is housed in the California Department of Water Resources' Division of Flood Management.

The California State Coastal Conservancy, established in 1976, is a state agency that uses entrepreneurial techniques to purchase, protect, restore, and enhance coastal resources, and to provide access to the shore - working in partnership with local governments, other public agencies, nonprofit organizations, and private landowners. To date, the Conservancy has undertaken more than 1,800 projects along the 1,100 mile California coastline and around San Francisco Bay.

The California-Nevada Applications Program (CNAP) is a member of NOAA's Regional Integrated Sciences and Assessments (RISA) program. CAP works in conjunction with the California Climate Change Center (CCCC) to develop and provide better climate information and forecasts for decision makers in California and the surrounding region. By working directly with users, CNAP and CCCC are working to evaluate climate information needs and utility from the user perspective.
