Improving Drought Preparedness in the West

January 2011

The Western Governors' Association and Western States Water Council convened a series of workshops to engage constituents in evaluating progress in drought preparedness. The workshops brought together end-users of drought information from a variety of sectors, including agriculture, energy, navigation, water supply, cultural resources, and the environment.   Attendees included representatives of states, federal agencies, tribes, local governments, non-governmental organizations, and the private sector.

Local Strategies for Addressing Climate Change, Vol. 2

June 2010

This resource is a collection of case studies that ran in the NOAA Coastal Services Center's (CSC) magazine 'Coastal Services. ' These stories document states' efforts to combat climate change and, in particular, sea-level rise. The solutions discussed are varied. On a national level, the CSC describes the work the EPA's Climate Ready Estuaries Program has done to help local estuary managers adapt to climate change. Meanwhile, ICLEI and the state of Oregon have developed new materials and programs that relate to communicating about issues related to coastal adaptation.

Climate Adaptation Priorities for the Western States: Scoping Report

June 2010

The Western Governors Association's Climate Adaptation Work Group's first task was to develop this scoping report in an effort to identify state and regional priorities for planning and adapting to a changing climate. Three specific goals were identified for further discussion: 1) foster coordination on adaptation activities, particularly between state and federal efforts; 2) identify key science needs for Western states; and 3) begin to share smart practices among states. This report focuses on priority actions that could help states adequately plan for and improve resiliency to a changing climate.

Water Needs and Strategies for a Sustainable Future: 2010 Progress Report

June 2010

This report from the Western Governor's Association, along with the 2006 report, "Water Needs and Strategies for a Sustainable Future," and the 2008 report, "Water Needs and Strategies for a Sustainable Future: Next Steps" includes consensus recommendations to promote the cooperation between western states and federal, local, and private sector partners in addressing the challenges of over-appropriated watersheds, population growth, land use changes, water needs for in-stream uses, and water supply and water management strategies.

Hawaii Act 73: Environmental response, energy and food security tax

April 29, 2010

Act 73, Session Laws of Hawaii 2010, established the environmental response, energy, and food security tax, otherwise known as the barrel tax, to provide resources for addressing the effects of climate change on the state. The Act increased the per-barrel tax on petroleum products and created a fund for clean energy, agriculture, and adaptation initiatives in Hawaii.

Climate Change and Wildlife Health: Direct and Indirect Effects

March 2010

Prepared by the USGS National Wildlife Health Center, this fact sheet explains that climate change will have significant effects on wildlife, as well as human and domestic animal diseases. Effects discussed include: geographic range and distribution of wildlife diseases, plant and animal phenology, wildlife host-pathogen interactions, and disease patterns in wildlife.

Coastal Inundation Toolkit

The Coastal Inundation Toolkit was developed by the Digital Coast Partnership Group to help communities understand and address coastal inundation issues - where water covers what is normally dry land. Information and resources are organized into 5 stages: understanding coastal inundation, identifying community risks and vulnerabilities, creating inundation maps, communicating risks and vulnerability, and discovering what others are doing to address inundation. For each of these 5 areas, explanations and guidance are provided with links to the specific resources available from Digital Coast to support that specific step in the process, making this a user-friendly way to support assessments and planning for sea level rise and extreme weather events.

Western Governors' Association Policy Resolution 09-2: Supporting the Integration of Climate Change Adaptation Science in the West

2009

The WGA's Policy Resolution 09-2 calls on the federal government to create a coordinated approach to climate change adaptation and makes several policy recommendations for Congress and the Administration to integrate adaptation capabilities in the western states.
