Climate Change: Improved Federal Coordination Could Facilitate Use of Forward-Looking Climate Information in Design Standards, Building Codes, and Certifications (GAO-17-3)

In this report the Government Accountability Office (GAO) urges the Commerce Department to create a program to share new climate data with organizations that set standards for contractors, architects, housing and highway developers and other construction and engineering groups. In their analysis, GAO found that design standards and building codes generally use historical climate observations rather than forward-looking climate information. In the long-run, this could cost the government billions of dollars in repairs, insurance, and disaster relief.

California Climate Change and Health Profile Reports
2017
The CalBRACE (California Building Resilience Against Climate Effects) Project of the California Department of Public Health (DPH) developed 58 Climate Change and Health Profile Reports – one for each county in the state. The reports outline climate projections for extreme heat, sea level rise, wildfires, drought and air quality, as well as climate related health risks and indicators for social vulnerability. Adaptation strategies are outlined for each county also, to address these public health impacts.

Third Oregon Climate Assessment Report (OCAR3)
January 2017
The Third Oregon Climate Assessment Report (OCAR3) released in January 2017 summarizes current climate change science and impacts for Oregon, while building on the previous assessment reports from 2010 and 2013. The legislatively mandated report was produced by the Oregon Climate Change Research Institute at Oregon State University in response to Oregon House Bill 3543 - “Global Warming Actions” - which requires a bi-annual assessment to the Legislative Assembly and Governor by the Research Institute with the likely effects of climate change on the state.

2016 Report on the Health of Colorado’s Forests: Fire and Water
January 2017
The 2016 Colorado State Forest Service (CSFS) report provides information on the health of Colorado’s 24. 4 million acres of forested land framed by the role that fire and water play in the state’s forest ecosystems. The report also details the impact of insects and diseases, especially the mountain pine beetle epidemic, which has killed over 3 million acres in the state and fueled an increase in forest fires. The CSFS recognizes that these risks, including increasingly severe wildfires, drought and insect infestations are likely to be amplified by climate change in the future.

Wind River Reservation: Drought Risk and Adaptation in the Interior Report
2017
From the North Central Climate Science Center, this report looks at the social-ecological vulnerabilities, risks, and response capacities of the Wind River Indian Reservation (WRIR) to drought. The Center's Drought Risk and Adaptation in the Interior project relies on social-ecological systems frameworks to understand adaptation initiatives in the north central region of the U. S. This report discusses the results of drought risk interviews with tribal resource managers at WRIR, in order to inform drought preparedness planning and climate change adaptation efforts.

NC ADAPT Adaptive Management Strategies for Farms and Forests
January 2017
The North Carolina Agriculture and Forestry Adaptation (NC ADAPT) Work Group investigates the impacts of climate change on North Carolina’s agriculture and forestry sectors, and has developed adaptive management recommendations that producers can use to build operational climate resilience. The Work Group created four stakeholder teams for Commodity Crops, Livestock, Forestry, and Specialty Crops - and developed reports of adaptation needs, priorities and strategies for each of the four focal sectors.

Sea Level Rise Vulnerability Assessment for the City of Tampa, Florida
December 12, 2016
The City of Tampa, Florida, with support from the Hillsborough County City-County Planning Commission, conducted this assessment to project sea level rise and flooding impacts for the region through 2040. A property damage assessment is included to quantify local economic impacts on the communities and critical infrastructure. The Planning Commission ultimately proposes that the City of Tampa make changes in its code to reflect sea level rise and flooding preparedness.

BoCo Strong uses this county-wide assessment to develop a shared vision of resilience and to better understand the steps that Boulder County, Colorado should take to build resilience. The report defines resilience, outlines a framework to assess if something is resilient, and reviews the challenges and opportunities to build resilience within six sectors: Community, Economy, Health and Social, Housing, Infrastructure, and Natural Environment. The report concludes with cross-sector and sector-specific recommendations to inform work, build partnerships, fill gaps, and increase capacity in the region.

An Assessment of Central Virginia’s Manufactured Housing Communities: Understanding the Conditions, Challenges, and Opportunities

In November 2016, the Manufactured Home Community Coalition of Virginia and project:HOMES, a nonprofit affordable housing provider in central Virginia, commissioned An Assessment of Central Virginia’s Manufactured Housing Communities: Understanding the Conditions, Challenges, and Opportunities, a report prepared by HDAdvisors to analyze the place of manufactured housing within the affordable housing conversation. This report is the first full assessment of the existing conditions of manufactured home parks in the central Virginia region and includes an analysis of the socioeconomic status and demographic trends for manufactured home residents. In addition, the report includes a detailed quality survey of more than 50 manufactured home parks across the region.
Manufactured homes and park communities are important to include when planning for climate change, adaptation, and resilience. Data and baseline housing studies underpin and should serve as a foundation for planning efforts. This report serves as an example of an affordable housing assessment that can be used by other regional or local policymakers to evaluate the current status of affordable, manufactured homes and parks.
