Mainstreaming Sea Level Rise Preparedness in Local Planning and Policy on Maryland's Eastern Shore

The Eastern Shore Land Conservancy partnered with the Georgetown Climate Center (GCC), the Eastern Shore Regional GIS Cooperative, and the University of Maryland Environmental Finance Center for this analysis on sea level rise preparedness in Maryland’s Eastern Shore region. GCC offers a discussion of strategies related to floodplain, zoning and regulatory standards to support sea level rise and coastal flooding resilience policies and decision making.

Higher Standards: Opportunities for Enhancing Flood Resilience in the Eastern Shore of Maryland

Georgetown Climate Center (GCC) prepared this report to help the Eastern Shore Climate Adaptation Partnership (ESCAP) identify strategies for adapting to increasing sea-level rise and flood risk in the Eastern Shore region of Maryland. This publication is a part of a series of reports assessing the sea-level rise vulnerability of communities in Maryland's Eastern Shore, as well as potential adaptation responses. ESCAP worked with the Eastern Shore Regional GIS cooperative to assess sea-level rise vulnerabilities in the six counties and two municipalities that participate in ESCAP.

Maryland Resiliency Hub Grant Program
November 1, 2018
The Maryland Energy Administration (MEA) created a $5 million Resiliency Hub Grant Program to provide funding in 2019 for the construction of community Resiliency Hubs with solar power and battery storage. The program provides funding to microgrid developers to offset some of the costs to build a Resiliency Hub in high-density, low- and moderate-income neighborhoods in Maryland. The program defines “Resiliency Hubs” as community facilities “designed to provide emergency heating and cooling capability, refrigeration of temperature sensitive medications and milk from nursing mothers, plug power for charging of cell phone and computer batteries, as well as emergency lighting.

Baltimore, Maryland 2018 Disaster Preparedness and Planning Project (DP3)

The City of Baltimore, Maryland Disaster Preparedness and Planning Project (DP3) was first completed in 2013 and has been updated in 2018, to reflect the city’s commitment to reduce impact from current and future natural hazards, including climate change. Entitled a "combined all-hazard mitigation and climate adaptation plan," the 2018 DP3 identifies Baltimore's vulnerabilities to hazards including coastal storms, flooding, extreme heat, and high winds. The plan focuses on developing strategies that will reduce or eliminate loss of life and property damage within priority urban sectors of Infrastructure, Buildings, Natural Systems, and Public Services.

Sea-level Rise: Projections for Maryland 2018

Maryland’s shoreline and coastal bays are highly vulnerable to sea-level rise (SLR), causing shoreline erosion, deterioration of tidal wetlands, saline contamination of low-lying farm fields, "nuisance” tidal flooding, and more. Fulfilling requirements of Maryland’s Commission on Climate Change Act of 2015, this report provides updated projections of sea-level rise expected into the next century along Maryland’s coast. The probabilistic SLR projections presented in the report offer a scientifically sound and readily applicable basis for planning and regulation, assessments of changes in tidal range and storm surge, development of inundation mapping tools, infrastructure siting and design, and identification of adaptation strategies for high-tide flooding and saltwater intrusion.

Mid-Atlantic Forest Ecosystem Vulnerability Assessment and Synthesis: A Report from the Mid-Atlantic Climate Change Response Framework Project
October 2018
This U. S. Forest Service report develop provides an assessment of the vulnerability of forest ecosystems in the Mid-Atlantic region and was designed to help resource managers incorporate climate change considerations into management practices. The report synthesizes the best available scientific information on climate change and forest ecosystems, focusing on a study area including 60 million acres of land across eastern Maryland, southern New York, Pennsylvania, New Jersey, and Delaware. Of this area, about 32 million acres are forested.

Maryland HB 1350/ SB 1006 - Sea Level Rise Inundation and Coastal Flooding - Construction, Adaptation, and Mitigation
April 5, 2018
Effective July 1, 2018, Maryland will expand and strengthen its "Coast Smart" siting and design criteria to better manage sea level rise and improve coastal adaptation efforts. The legislation also requires the state to establish a plan to adapt to saltwater intrusion, and to build criteria for hazard mitigation funding for sea level rise and coastal flooding. Additionally, by July 1, 2019, local jurisdictions that experience nuisance flooding must submit a plan to address this climate impact.

Resilience Hubs: Shifting Power to Communities and Increasing Community Capacity

This report describes an initiative of the Urban Sustainability Directors Network (USDN) to encourage the creation of Resilience Hubs, which are defined as community-serving facilities meant to both support residents and coordinate resource distribution and services before, during or after a natural hazard event. While these are primarily meant to address vulnerability and risk, this report explains how Resilience Hubs can also help reduce greenhouse gas emissions and support social equity. The report draws on lessons from Washington, DC, and Baltimore, Maryland, two cities that are actively exploring the Resilience Hub concept.

Recognizing the leading role that states are playing in addressing climate change, this report from the Institute for Agriculture & Trade Policy catalogues policies related to the need for agricultural adaptation in the 18 states states with climate adaptation plans (or specific agricultural policy papers). These states include: Alaska, California, Colorado, Connecticut, Delaware, Maine, Maryland, Massachusetts, Minnesota, New Hampshire, New York, North Carolina, Oregon, Pennsylvania, Utah, Vermont, Washington, and Wisconsin.

Patterns and Projections of High Tide Flooding Along the U.S. Coastline Using a Common Impact Threshold

The National Oceanic and Atmospheric Administration (NOAA) analyzes "high tide flooding" (also known as "nuisance flooding") in this report, and finds that it is becoming more commonplace due to sea level rise. High tide flooding impacts roads, beaches, parks, and private property, and is generally more disruptive than damaging. However, there are places such as Norfolk, Virginia; San Diego, California; and the U. S Marshall islands where it is currently a serious problem. Even more, with continued sea level rise, flooding is likely to increase.
