Colorado Future Avoided Cost Explorer (FACE:Hazards) Tool

Colorado has advanced recovery resources, but the state's risk profile will continue to increase in the coming years. The state did not have a tool to quantify the cost of future risks, until now. The Future Avoided Cost Explorer or "FACE:Hazards" tool includes a suite of resources that will enable local decisionmakers to evaluate the costs of future risks from flooding, drought, and wildfire across seven economic sectors over different climate and population projections between today and 2050.

California's General Plan Guidelines - Environmental Justice Element

Developed by California Governor’s Office of Planning and Research (OPR), this document (“EJ guidelines”) provides guidance for local governments on integrating an Environmental Justice (EJ) Element into the local General Plan. Senate Bill 1000, an amendment to California Government Code Section 65302, mandates that jurisdictions with disadvantaged communities must incorporate an EJ element into general plans. The EJ guidelines provide a history of EJ in California and associated policies, guidance for policymakers in determining if a general plan must include EJ requirements, and guidance for drafting policies and fulfilling these EJ requirements. The EJ guidelines are included in Chapter 4 (Required Elements) of California’s overall General Plan Guidelines.

California Climate Adaptation Planning Guide

The California Adaptation Planning Guide (APG) is a tool that local governments and organizations can use to integrate best practices into their adaptation planning efforts. First published in 2012, the guide has since been updated in 2020, and includes an improved step-by-step process communities can use to plan for climate change. The updated APG reflects the latest best practices, especially in light of the many updates to California’s plans, programs, science, regulations, and policies.

Coastal Adaptation Plan for the Town of Groton, Connecticut
June 2020
The Long Island Sound Study (LISS) received a Partner Start-up Grant from the U.S. Environmental Protection Agency’s Climate Ready Estuaries Program to develop a climate change preparedness plan for the Town of Groton, Connecticut. With support from ICLEI and the Connecticut Department of Energy and Environmental Protection (DEEP), LISS hosted a series of workshops to educate government officials on climate change, identify local vulnerabilities, and develop adaptation strategies. A final report was released in 2011; since then, the Town of Groton has continued to engage in climate change planning, including incorporating adaptation recommendations into their 2020 Open Space Conservation Plan as well as their 2014 Municipal Coastal Program Update.

New York City COVID-19 Heat Wave Plan
May 15, 2020
In May of 2020, New York City (NYC)’s Mayor Bill de Blasio announced a COVID-19 Heat Wave Plan to keep vulnerable New Yorkers cool at home, create safer summer cooling options, and anticipate and reduce power outages. The plan addresses the higher risk for indoor summer heat exposure that vulnerable residents face while simultaneously trying to maintain social distancing in the context of a global pandemic. The $55 million plan directs the City to install 74,000 air conditioning units in the homes of residents who are 60 years of age or older, retrofit new spaces for emergency cooling centers, and better prepare for power outages. The plan lessens risk for vulnerable NYC residents of heat-related illnesses and death, as well as COVID exposure or infection. NYC recognizes the intrinsic connection with climate change, social equity, and COVID-19 recovery, and is committed to protecting the most vulnerable from climate impacts like extreme heat.

HUD Community Resilience Toolkit

The U. S. Department of Housing and Urban Development (HUD) Community Resilience Toolkit offers descriptions of natural hazard risks and ideas for adaptation actions that communities can take to increase their resilience to climate change. State and local governments receiving HUD Community Planning and Development (CPD) funds can use this guide to identify types of adaptation actions that are eligible for CPD funding. Specific attention is drawn to the risks to vulnerable populations as well as adaptation actions that prioritize low- and moderate-income communities.

American Flood Coalition - A Dual Disaster Handbook: 6 Recommendations for Local Leaders Responding to Floods During COVID-19

Prepared by the American Flood Coalition in collaboration with the American Public Health Association, the Dual Disaster Handbook provides six recommendations for local leaders to cope with flooding during the SARS-CoV-2 (COVID-19) pandemic. The recommendations emphasize the importance of using emergency planning processes, legal authorities, and volunteers and supplies effectively to simultaneously address dual threats, while focusing in particular on needs of at-risk populations. The Handbook draws on expertise and best practices from emergency management professionals and is intended for use by local officials involved in emergency preparedness and response.

Floodplains by Design
Floodplains by Design (FbD) is a private-public partnership led by The Nature Conservancy, the State of Washington Department of Ecology, and the Puget Sound Partnership aimed at reducing flood risk and restoring habitat - for salmon recovery and other needs - to Washington state’s major river corridors. Floodplains by Design works to help communities collaborate across entire watersheds to adapt to increasing flood events and benefit the natural environment simultaneously. FbD coordinates state and federal funding for local solutions, facilitates integrated floodplain management, and supports large-scale, multiple-benefit projects that protect, restore, and improve the resiliency of floodplains across the state.

Natural Hazards Resilience: A Quick Start Guide for North Carolina Communities

On April 27, 2020, the North Carolina Office of Recovery and Resiliency (NCORR) launched the Natural Hazards Resilience: A Quick Start Guide for North Carolina Communities to help communities better prepare for the impacts of future natural hazards and climate change. This quick start guide creates a template from which North Carolina communities can independently build climate resilience plans to adapt to changing weather conditions. The guide outlines three components of resilience and five strategies for implementing resilience into work that is already performed everyday.
