NOAA 2017 State of U.S. High Tide Flooding with a 2018 Outlook

June 6, 2018

NOAA has produced this annual update of the state of coastal high tide flooding every year since 2014. This type of flooding occurs when water levels measured at NOAA tide gauges exceed heights based on the national flooding thresholds that are released in February by NOAA’s Center for Operational Oceanographic Products and Services. This report updates high tide flood frequencies during 2017 (based on the meteorological year: May 2017-April 2018) at 98 NOAA tide gauges, and provides a statistical outlook for 2018 (May 2018 - April 2019).

Green Infrastructure to Green Jobs in Savannah, Georgia

2017-2018

Savannah, Georgia’s Office of Sustainability and partners launched a green infrastructure initiative to restore the city’s urban forest, manage coastal stormwater flooding, and renew marginalized or lower-income neighborhoods. This project was funded through the Southeast Sustainable Communities Fund which supports local communities in the southeastern U.S. to advance climate adaptation and social equity in local government policy, plans and programs.

Duck Hill on the Rise - Green Infrastructure case study in Duck Hill, Mississippi

2017-2018

The Southeast Sustainability Directors Network funded a project in the small town of Duck Hill, Mississippi, (population of approx. 1,300) to implement green infrastructure for repetitive flooding issues in the community. The Southeast Sustainable Communities Fund provided $300,000 to support flood water mitigation and creek restoration, community engagement and empowerment, youth conservationist training, and “creative place making. ” The Fund supports local communities in the southeastern U.

Advancing Community Adaptation - A Framework for Project Prioritization and Decision Making in coastal Louisiana

2018

Louisiana faces severe climate change impacts of sea level rise and extreme weather events, and related flooding, subsidence, and coastal erosion. The Center for Planning Excellence and Dr. Denise Reed collaborated to develop this adaptation framework for coastal Louisiana, with a particular focus on non-structural elements and the communities impacted in the region.  This framework is a tool for a more holistic approach to planning coastal community resilience, and provides near- and long-term strategies for flood risk mitigation and implementing adaptation measures.

The U. S. Environmental Protection Agency (EPA) offers guidance on how green infrastructure could be incorporated into local hazard mitigation plans in this report. The guide is built around a case study of green infrastructure integration efforts in the City of Huntington, West Virginia and the West Virginia Region 2 Planning and Development Area.  The green infrastructure described addresses stormwater and will improve water quality and address flooding challenges - bringing greater resilience to climate impacts in Huntington.

Building a Better Norfolk: A Zoning Ordinance of the 21st Century - Norfolk, Virginia

January 23, 2018

The City of Norfolk, Virginia adopted a new zoning ordinance in 2018 to enhance flood resilience and direct new more intense development to higher ground. The ordinance establishes a Coastal Resilience Overlay (CRO) zone, where new development and redevelopment will have to comply with new flood resilience requirements, and an Upland Resilience Overlay (URO), designed to encourage new development in areas of the city with lower risk of flooding.

New Hampshire’s Climate Risk in the Seacoast (C-RiSe) Project

New Hampshire’s Department of Environmental Services administers the Climate Risk in the Seacoast (C-RiSe) project which is intended to provide municipalities along the Great Bay with the resources they need to assess sea level rise and storm surge flooding. The Great Bay communities that have been assessed include: Rollinsford, Dover, Madbury, Durham, Newmarket, Newfields, Exeter, Stratham, Greenland, and Newington. This project is funded through the Coastal Zone Management Act by the National Oceanic and Atmospheric Administration (NOAA).
