Landmark at Risk: Protecting the Historic Seaport of Annapolis, Maryland

October 2017

Utilizing GIS tools to overlay flood risk maps with Annapolis’ many historical sites, the interactive web-based resource help users to understand the threat to their community through images and story mapping.  Spurred by the state’s 2008 Climate Action Plan, which assessed what approach  (protecting, retreating, or abandoning) was most appropriate for coastal communities threatened by sea level rise, this tool brings together experts in planning, architecture, engineering, and historic preservation.

Piedras Blancas Highway 1 Realignment - Caltrans/San Luis Obispo

2017

The California Department of Transportation (Caltrans) realigned a 2. 8 mile section of iconic Highway 1 to address current and anticipated impacts from coastal erosion and storm surge.   This section of Highway 1, which is north of the Piedras Blancas Lighthouse in San Luis Obispo County, was already experiencing increased storm damage from flooding and erosion, with these impacts projected to increase with rising sea levels and higher storm surge caused by climate change.   Realigning the highway away from the coast reduces its vulnerability to current damage as well as to future climate impacts and is anticipated to protect the highway from bluff retreat beyond the year 2100.

Rhode Island H 5042/S 1005 2017: Flooding and Sea Level Rise Training for Municipal Planning Boards and Commissions

September 27, 2017

Rhode Island has approved legislation that requires all members of local planning boards and commissions to participate in a training program on the impacts of flooding and sea level rise to the state. One of the priorities is to help ensure that local decision makers can calculate the effects of sea level rise and flooding on development and land use in flood plains. The training is a free two-hour course required once every two years, for both coastal and inland municipalities - as flooding is expected on inland rivers and waterways as sea level rises as well.

New Hampshire Coastal Resilience Incentive Zone Program for Municipalities

September 3, 2017

In 2017, New Hampshire passed a new law, New Hampshire Revised Statutes § 79-E:4-a, that enables municipalities to create a tax incentive program to encourage resiliency in coastal areas. Municipalities can establish “Coastal Resilience Incentive Zones” (CRIZ) in their jurisdictions to grant property owners tax relief for undertaking “resilience measures” for qualified properties or structures identified as impacted by storm surge, sea-level rise, or extreme precipitation projections.

When Rising Seas Hit Home

July 12, 2017

According to the Union of Concerned Scientists (UCS), hundreds of coastal communities in the U. S. have, or can expect to have, chronic and disruptive flooding inundation from sea level rise in the next few decades. This study identifies all of these communities that will experience enough severe flooding to require either large investments to defend or accommodate sea level rise, or, have to retreat and relocate. The analysis also identifies the “response time” remaining before such flooding occurs, and therefore gives affected communities perspective on the time they have to prepare.

Bayside Adapts Initiative - Portland, Maine

2017

The City of Portland, Maine created the Bayside Adapts initiative to work with community members and organizations to adapt the Bayside neighborhood of downtown Portland to climate change impacts. The initiative includes two completed projects - the Bayside Adapts Design Challenge and the Sewer and Stormwater System Data Gap Analysis - which address the impacts of sea level rise, storm surges, and increased intense rainfall events in Bayside.

The Governance Gap: Climate Adaptation and Sea-Level Rise in the SF Bay Area

June 30, 2017

This report summarizes the results of a study of governance for climate adaptation to sea-level rise and coastal flooding in the San Francisco Bay Area (SF Bay Area) of California. The study focused on the “governance gap” that exists between the problem of sea-level rise and the implementation of adaptation solutions that increase resilience. From the research, possible solutions to those problems were identified, and a set of recommendations were developed that are “likely to receive stakeholder support, be feasible to achieve and take forward steps on the path towards adaptive capacity.

Louisiana 2017 Coastal Master Plan

June 2, 2017

In June 2017, the Louisiana State Legislature unanimously approved the state’s 2017 Coastal Master Plan, which updates the state’s 2012 plan.   The Coastal Master Plan provides a 50-year blueprint for directing Louisiana’s investments, regulations, and programs in coastal restoration, resilience, and protection. The plan recommends 124 projects to restore coastal ecosystems, build flood control structures, and enhance land-use policies to reduce flood risks in coastal Louisiana communities and to enhance coastal economies and ecosystems.

Comparing Sea Level Rise Adaptation Strategies in San Diego: An Application of the NOAA Economic Framework

June 2017

The San Diego Regional Climate Collaborative worked with local jurisdictions to analyze the costs and benefits of different coastal resilience strategies in two San Diego, California jurisdictions (the cities of Del Mar and Carlsbad). This report presents the quantified economic value of properties at risk from sea-level rise impacts, and the evaluation of the costs and benefits of a range of adaptation strategies, including protection, accommodation and retreat. The study found that all of the adaptation strategies evaluated had a positive return on investment given sea-level rise projections, some delivering over $70 of benefits for a $1 investment.

Resilient Edgemere, New York City, Community Plan

2017

The Resilient Edgemere Community Plan is a long term plan for social and climate resilience for the coastal community of Edgemere in New York City (NYC), New York. After Hurricane Sandy, the NYC Department of Housing Preservation and Development launched the Resilient Edgemere Community Planning Initiative in 2015. Edgemere is a low-lying waterfront community located on a barrier island (the Rockaways) that continues to recover from Sandy, while increasingly vulnerable to climate change impacts such as intensified coastal storms and sea-level rise.
