New York Model Local Laws to Increase Resilience

June 2019

In June 2019, the New York Department of State completed a set of model local resiliency laws as part of its required actions under the State’s Community Risk and Resiliency Act (CCRA). The model laws are meant to inform municipalities who want to adapt their own resiliency measures. Five categories of model laws are included in the model, which is divided into five corresponding chapters. The categories are 1) basic land use models including zoning practices; 2) model legal protections for watercourses and wetlands; 3) model protection measures for shorelines; 4) model floodplain management practices, and; 5) model stormwater management practices.

Maine Act to Help Municipalities Prepare for Sea Level Rise (LD 563)

May 29, 2019

Maine Governor Janet Mills signed into law LD 563, “An Act to Help Municipalities Prepare for Sea Level Rise” in May 2019. The law amends the State’s growth management and local land-use planning requirements (at Title 30-A, Chapter 187 of the Maine Code) to address the effects of sea-level rise. It allows coastal municipalities and “multimunicipal” regions including coastal municipalities to consider sea level rise projections and potential effects on buildings, transportation infrastructure, sewage treatment facilities, and other municipal or private facilities.

San Francisco Bay Shoreline Adaptation Atlas

April 2019

From the San Francisco Estuary Institute (SFEI) and the San Francisco Planning and Urban Research Association (SPUR), the San Francisco Bay Shoreline Adaptation Atlas offers nature-based coastal climate resilience strategies for the San Francisco Bay Area region of California. The Atlas presents a new view of the Bay area in a map divided into areas with common physical characteristics for which specific adaptation strategies can be developed to prepare for sea level rise. The report is intended to inform the regulatory community, regional governments, landscape designers, planners, developers, engineers, and other members of local communities in coordinating and planning for regional resilience - including flood control, transportation, parks, land use, and ecosystem restoration.

Building Resilience to Coastal Hazards and Climate Change in Hawaii

April 2019

From May 2016 until April 2019, the Hawaii Department of Land and Natural Resources and the Office of Planning partnered with the University of Hawaii Sea Grant College Program to create three tools that support adaptation at the local level: an interactive data mapthe Hawaii Sea-Level Rise Viewer, and two guidance documentsIntegrating Coastal Hazards and Sea-Level Rise Resilience in Community Planning and Guidance for Disaster Recovery Preparedness in Hawaii. Much of Hawaii’s population and development exist on low-lying coastal plains that are vulnerable to erosion, flooding, and inundation. Building on the state’s 2017 Hawaii Sea Level Rise Vulnerability and Adaptation Report, the complementary tools are aimed at helping communities better prepare for future sea-level rise and other climate change impacts.

Lower Manhattan, New York Climate Resilience Study

March 2019

Building on the recovery and climate planning efforts in the wake of Hurricane Sandy, New York State and City funded the Lower Manhattan Climate Resilience Study to identify adaptation and resilience strategies for Lower Manhattan - which is a critical economic, cultural, and civic hub for New York City and the region. Led by the Mayor’s Office of Recovery and Resiliency and the New York City Economic Development Corporation, this study included a climate risk analysis of the area and identified approximately $500 million worth of short- and long-term investments in coastal resilience projects.

Mainstreaming Sea Level Rise Preparedness in Local Planning and Policy on Maryland's Eastern Shore

January 2019

The Eastern Shore Land Conservancy partnered with the Georgetown Climate Center (GCC), the Eastern Shore Regional GIS Cooperative, and the University of Maryland Environmental Finance Center for this analysis on sea level rise preparedness in Maryland’s Eastern Shore region. GCC offers a discussion of strategies related to floodplain, zoning and regulatory standards to support sea level rise and coastal flooding resilience policies and decision making.

Higher Standards: Opportunities for Enhancing Flood Resilience in the Eastern Shore of Maryland

January 2019

Georgetown Climate Center (GCC) prepared this report to help the Eastern Shore Climate Adaptation Partnership (ESCAP) identify strategies for adapting to increasing sea-level rise and flood risk in the Eastern Shore region of Maryland. This publication is a part of a series of reports assessing the sea-level rise vulnerability of communities in Maryland's Eastern Shore, as well as potential adaptation responses. ESCAP worked with the Eastern Shore Regional GIS cooperative to assess sea-level rise vulnerabilities in the six counties and two municipalities that participate in ESCAP.

Building Bridges: A Community-Based Stewardship Study for an Equitable East River Park

December 2018

Building Bridges reports on the findings and recommendations of the research conducted by The Trust for Public Land and James Lima Planning + Development to identify a new socially equitable and climate resilient stewardship model for the East River Park area along the Lower Manhattan waterfront in New York City. Under the East Side Coastal Resiliency (ESCR) project, the East River Park area is the first section of the large-scale BIG U project which will install infrastructure and remodel the landscape surrounding Lower Manhattan to protect it from sea level rise and other coastal climate hazards.

Sea-level Rise: Projections for Maryland 2018

2018

Maryland’s shoreline and coastal bays are highly vulnerable to sea-level rise (SLR), causing shoreline erosion, deterioration of tidal wetlands, saline contamination of low-lying farm fields, "nuisance” tidal flooding, and more.  Fulfilling requirements of Maryland’s Commission on Climate Change Act of 2015, this report provides updated projections of sea-level rise expected into the next century along Maryland’s coast. The probabilistic SLR projections presented in the report offer a scientifically sound and readily applicable basis for planning and regulation, assessments of changes in tidal range and storm surge, development of inundation mapping tools, infrastructure siting and design, and identification of adaptation strategies for high-tide flooding and saltwater intrusion.

City of Miami, Florida Resolution on Climate Gentrification

November 5, 2018

On November 5, 2018, Mayor Suarez of Miami signed a Resolution directing city staff to research the effects of “climate gentrification” on low-income communities that are inland at higher elevations, and to explore ways to stabilize property taxes to reduce displacement. The City of Miami, Florida is seeing high rates of sea-level rise and increasing incidence of nuisance flooding in low-lying areas. As a result, higher elevation areas of the city, which house many of Miami’s lower and moderate income communities, are seeing greater development pressures, which is affecting property values and taxes.
