Portland, Oregon Central City 2035 Plan

As part of Portland Oregon’s Comprehensive Plan, the Central City 2035 Plan is the primary guiding policy document for Portland’s urban center. The plan offers goals, policies and tools to guide growth and development for largest “center” in Portland that, by 2035, will be home to 30% of Portland’s population growth, on 3% of its land area. One of the primary goals of the plan is to increase the resilience of the Central City to climate change, and policies are proposed for natural hazard, climate change and flooding resilience.

Resilient Rhody: An Actionable Vision for Addressing the Impacts of Climate Change in Rhode Island

Resilient Rhody is the state of Rhode Island's first climate adaptation strategy which addresses the impacts of climate change to the state’s critical infrastructure and utilities, natural systems (upland and coastal), emergency preparedness, and community health and resilience. Strategic actions are outlined for these four thematic areas, and an additional chapter highlights financing mechanisms for these recommendations. An “action plan to stand up to climate change” was required by Governor Raimondo’s 2017 Executive Order 17-10.

DC Public Service Commission MEDSIS Initiative, Customer Impact Working Group
2018
The District of Columbia Public Service Commission’s (DCPSC) establishment of the Customer Impact Working Group within the Modernizing the Energy Delivery System for Increased Sustainability (MEDSIS) initiative is a replicable example of how utility commissions are working to invite equitable input in grid modernization efforts. DCPSC initiated the MEDSIS initiative as a means of making the energy delivery system more sustainable, reliable, efficient, cost effective, and interactive for District customers. DCPSC approved the establishment of six working groups to elicit input from a diverse range of stakeholders in order to address key issues related to modernizing the District’s energy delivery system. The Customer Impact Working Group is examining how grid modernization efforts may impact various customers, including exploring questions of customer equity, data protection and privacy, consumer protection, and low- and limited-income customer inclusion. This Working Group will produce recommendations aimed at ensuring that all customers benefit from grid modernization efforts.

Colorado Climate Plan 2018 Update - State Level Policies and Strategies to Mitigate and Adapt

Colorado published its first Climate Plan in 2007, and advanced the plan with State Level Policies and Strategies to Mitigate and Adapt in 2015. This version, updated in 2018, incorporates additional commitments to climate action, as laid out in Governor Hickenlooper’s 2017 executive order. The Climate Plan focuses on eight main sectors including water, public health, greenhouse gas emissions, energy, transportation, agriculture, tourism and recreation, and ecosystems. Updated climate mitigation and adaptation strategies and policy recommendations are given for each of the sectors.

Extreme weather events: How hard lessons strengthen resilience against the next big event

Zurich Insurance Company used its Post-Event Review Capability (PERC) methodology to analyze major flood events in terms of disaster risk management. PERC studies were conducted on 12 flooding disasters worldwide between 2013 and 2018 including floods in Boulder, CO in 2013; Columbia and Charleston, South Carolina, 2015; and Houston in 2017. The report describes the various steps of the disaster risk management cycle, as well as the challenges and focal strategies for risk managers in preparing for and responding to disasters.

Rhode Island Shoreline Change Special Area Management Plan (Beach SAMP)

In June 2018, the State of Rhode Island’s Coastal Resource Management Council (CRMC) adopted the Rhode Island Shoreline Change Special Area Management Plan (Beach SAMP) to help Rhode Island’s coastal communities better adapt to the impacts of climate and shoreline changes. The Beach SAMP includes various guidance and tools for policymakers and coastal managers. In Chapter 5, CRMC presents the “Coastal Hazard Application Guidance” - a five-step risk assessment framework developed for applicants to address the coastal hazards from climate change in permit applications submitted to CRMC for new and substantially improved projects. The purpose of the Coastal Hazard Application Guidance is to ensure that: (1) permit applicants are aware of the coastal risks that could impact their projects; and (2) CRMC can approve projects that are better able to adapt and are more resilient to these risks to increase safety and other benefits for communities, the environment, and the state’s economy. Through a subsequent regulatory amendment, CRMC now requires (since July 2019) that permit applicants submit a Coastal Hazard Application worksheet with their applications to CRMC. Chapter 7 of the Beach SAMP outlines a suite of adaptation measures property owners and decisionmakers can consider, including protection, accommodation, and relocation or managed retreat. The Beach SAMP provides a useful example of innovative shoreline change planning, and serves as a policy model for other state agencies and local governments on how to ensure new development and redevelopment can better adapt and be more resilient to climate change and other coastal hazards.

Climate Ready Communities - A Practical Guide to Building Climate Resilience
2018, Updated July 2019
The Climate Ready Communities guide outlines actions to support the development of a city, town, county or tribe climate adaptation plan. The guidance is built on the Geos Institute’s Whole Community Resilience Framework, and offers community level strategic planning for climate adaptation. This “Do-It-Yourself” guide incorporates strategies for community engagement, social equity, and cross-sectoral integration - with detailed instructions for vulnerability assessments and plan development.

Florida Adaptation Planning Guidebook
June 2018
The Florida Adaptation Planning Guidebook, developed at the culmination of the state's multi-year Community Resiliency Initiative, provides a step-by-step framework to assist local governments in Florida with preparing for the impacts of sea-level rise, particularly impacts of coastal flooding and erosion, and changes in ecosystems. The guidebook describes the steps of adaptation planning in the context of existing requirements and optional designations under state legislation passed since 2011, including the optional Adaptation Action Areas designation (Community Planning Act) and the requirements to consider sea-level rise in redevelopment policies (SB 1094, Peril of Flood Act).

Living Asheville, North Carolina: A Comprehensive Plan for Our Future

In June 2018, the Asheville City Council adopted an updated comprehensive plan, "Living Asheville: A Comprehensive Plan for Our Future" that incorporated considerations of climate-threats to the city, which were identified in the city's climate hazard Assessment, completed in June 2017. The Living Asheville Plan guides land use decisions in the city; it examines the long-term challenges posed by climate change and includes policies for enhancing the city's resilience.

Advancing Community Adaptation - A Framework for Project Prioritization and Decision Making in coastal Louisiana
2018
Louisiana faces severe climate change impacts of sea level rise and extreme weather events, and related flooding, subsidence, and coastal erosion. The Center for Planning Excellence and Dr. Denise Reed collaborated to develop this adaptation framework for coastal Louisiana, with a particular focus on non-structural elements and the communities impacted in the region. This framework is a tool for a more holistic approach to planning coastal community resilience, and provides near- and long-term strategies for flood risk mitigation and implementing adaptation measures.
