Impact Investing for Coastal Conservation: Bridging the Gap

This paper provides a framework for conservation financing in coastal areas that could leverage private sector interests with conservation needs. A few examples of successfully implemented private investments in conservation initiatives are included. Conservation investing is a subset of impact investing, and is defined as “investments in companies, funds, and organizations with the goal of generating a financial return and beneficial environmental impact. ” The paper describes the opportunities and challenges surrounding using private investment capital for natural and nature-based shoreline management approaches such as habitat restoration, conservation, and coastal resilience strategies.

Rising Seas in California - An Update on Sea-Level Rise Science

April 2017

This report is a synthesis of the current state of the science on sea-level rise and updated projections for California - produced by a Working Group of the California Ocean Protection Council (OPC) Science Advisory Team, supported and convened by the California Ocean Science Trust.  The date in this report provides the scientific foundation for updating California’s statewide sea-level rise policy guidance - the State of California Sea-Level Rise Guidance Document. The Guidance documented was updated in 2018 to reflect the recent advances in science around ice loss science and sea-level rise found in this assessment.

Critical Area Coastal Resilience Planning Guide for Maryland

2017

Developed for the Critical Area Commission for the Chesapeake and Atlantic Coastal Bays, this Planning Guide is designed for local planners, especially those in small communities and towns throughout Maryland, as they develop resiliency plans. Surging Seas - FEMA NFIP Community Rating System Guide

February 13, 2017

Surging Seas is a suite of free public web tools for sea level rise and coastal flood analysis from Climate Central.  Climate Central has identified many ways the Surging Seas web tool could be used with FEMA's National Flood Insurance Program (NFIP)’s Community Rating System (CRS).  CRS is a voluntary insurance rating program that recognizes communities for implementing floodplain management practices that exceed the Federal minimum requirements of the NFIP. In exchange for flood risk reduction, policyholders can receive reduced flood insurance premiums.

New York Regulation - Part 490 - Projected Sea-Level Rise

February 2017

New York State's Department of Environmental Conservation (DEC) finalized this regulation establishing statewide science-based sea-level rise projections for the three distinct coastal regions of the state: Mid-Hudson, New York City/Lower Hudson, and Long Island. Avoiding Septic Shock: How Climate Change can cause Septic System Failure and Whether New England States are Prepared

February 2017

This white paper discusses climate change impacts on septic systems in New England, and whether states in the region are prepared for these impacts. The paper provides a state-by-state analysis of septic system regulations in New England and discusses how these regulatory frameworks are not fully considering climate change impacts, especially groundwater table rise. It also identifies challenges in septic system regulation, and suggests recommendations and best practices for how states and municipalities can work to change laws, amend rules, or adopt new policies or incentives to better construct, manage, and regulate septic systems to be resilient to climate change.

Recommendation of Sea Level Rise Planning Scenarios for Delaware: Technical Report

2017

The Delaware Department of Natural Resources and Environmental Control (DNREC) first developed Recommended Sea Level Rise Scenarios for Delaware in 2009.  In 2016-2017, a new Delaware Sea Level Rise Technical Committee was convened to update the scenarios based on the latest scientific research and modeling. Led by Delaware Geological Survey and DNREC Delaware Coastal Programs, the Committee and these sea-level rise (SLR) planning scenarios respond to 2013 Executive Order 41 - which requires Delaware state agencies to factor SLR into capital improvement projects and land use decisions, and for DNREC to periodically update SLR scenarios with the best scientific data available.
