California's Fourth Climate Change Assessment

California’s statewide assessment of climate change impacts utilizes updated climate science to investigate vulnerability at the local scale and inform adaptation and resilience planning. The fourth climate change assessment includes 44 technical reports on projected impacts to specific sectors and potential responses, 30 summary reports, 9 regional reports, and 3 statewide topical reports on oceans and coasts, tribal and indigenous communities, and environmental justice impacts of climate change.

Massachusetts H 4835 - An Act Promoting Climate Change Adaptation, Environmental and Natural Resource Protection and Investment in Recreational Assets and Opportunity

August 21, 2018

Massachusetts Governor Baker has authorized over $2. 4 billion in capital allocations for investments in adaptation to climate change, protecting environmental resources and green space across the state.  H 4835 enables critical financing for the state and local level environmental and community resilience. The legislation expands and codifies commitments of Executive Order 569 to ensure climate change adaptation and resiliency continue to be prioritized, state agency climate change vulnerability assessments are ongoing, and the State Integrated Hazard Mitigation Plan and Climate Adaptation Plan are continuously updated and implemented.

resilient MA: Climate Change Clearinghouse for the Commonwealth of Massachusetts

June 2018

In 2018, Massachusetts launched resilent MA, an online clearinghouse for local governments and the public with comprehensive information about the state’s work on climate adaptation and mitigation. The clearinghouse contains science and data on expected climate changes, information on community resiliency, decision support tools, and links to grant programs and technical assistance that local government and communities can use to fund and support actions to adapt to climate change.

California Proposition 68 - Parks, Environment, and Water Bond

June 5, 2018

Proposition 68 is a $4 billion bond measure to protect California’s water, parks, and natural resources, while bolstering climate adaptation, resilience, and social equity statewide. This proposition allows the state to sell General Obligation bonds for various natural resources-related programs - including $443 million to be allocated for climate adaptation and resiliency projects throughout the state.  California Senate Bill 5 (De León), “California Drought, Water, Parks, Climate Coastal Protection, and Outdoor Access for All Act of 2018” put this bond measure on the June 5, 2018 ballot.

City of Whitefish, Montana Climate Action Plan

April 2018

Whitefish, Montana has committed to climate change mitigation and adaptation measures in this Climate Action Plan. Drafted by a mayor-appointed committee with extensive public involvement, the plan describes the actions that Whitefish can take to transition to a clean energy economy, reduce GHG emissions, and strategically build resilience to climate change impacts. The report outlines nearly 100 specific actions to implement 26 climate adaptation and mitigation strategies across six chapters for six focal sectors: City Buildings and Energy; Transportation and Land Use; Water and Wastewater; Forests and Watersheds; Consumption, Food and Waste; and School District.

California Forest Carbon Plan

May 10, 2018

California’s Forest Carbon Plan focuses on how to restore resilience to all forestlands in the state, creating forests that are and adaptive to climate change, and reliable long-term carbon sinks, rather than sources of GHG and black carbon emissions from wildfire. The report provides an overview of future conditions to forested ecosystems across the state based on projected climate change impacts. Goals and related strategies are outlined to improve natural lands and urban forest health, enhance carbon storage resilience, increase sequestration, and reduce GHG emissions.

Indicators of Climate Change in California, 3rd edition

May 9, 2018

Form the California Environmental Protection Agency (CalEPA) Office of Environmental Health Hazard Assessment (OEHHA), this report presents 36 indicators tracking trends in climate change and climate impacts on California's environment and people. This third edition report updates the 2009 and 2013 versions.  The report is a resource intended for decision-makers, scientists, educators, and the public - and brings scientific analysis to inform climate mitigation and adaptation decision-making.

California Wildlife Conservation Board - Climate Adaptation and Resiliency Program

September 18, 2017

California’s Wildlife Conservation Board, within the Department of Fish and Wildlife, is a separate and independent Board with authority and funding to carry out an acquisition and development program for wildlife conservation. The Climate Adaptation and Resiliency Program was created by CA Assembly Bill 109 in 2017 to provide $20,000,000 to the Wildlife Conservation Board for local assistance, payable from the Greenhouse Gas Reduction Fund (GGRF), a statewide cap-and-trade program. The program funds are to be used for climate adaption and resiliency projects that will result in conservation and restoration of natural and working lands, and wildlife populations.

Forest Resilience Bond - Fighting Fire with Finance

2017

Blue Forest Conservation is developing the Forest Resilience Bond (FRB) to monetize the benefits of forest restoration for climate resilience. Similar to an Environmental Impact Bond or sustainable infrastructure financing, the FRB is a public-private partnership that deploys private capital to support climate resilient national forests. The FRB creates value for a diverse set of stakeholders or beneficiaries of healthy forests - including the U. S. Forest Service (USFS), water and electric utilities, private water-dependent companies, state governments, and insurance companies.
