Proceedings of the First National Expert and Stakeholder Workshop on Water Infrastructure Sustainability and Adaptation to Climate Change

The U. S. Environmental Protection Agency (EPA) held its First National Expert and Stakeholder Workshop on Water Infrastructure Sustainability and Adaptation to Climate Change on January 6-7, 2009, in Arlington, Virginia. Sponsored by the EPA Office of Water and Office of Research and Development, the workshop was attended by more than 130 invited experts and stakeholders from the federal, research, utility, engineering, academic, and NGO sectors. The workshop included several plenary sessions and focused on two major topics: 1) Climate Change Impacts on Hydrology and Water Resource Management, and 2) Adaptive Management and Engineering: Information and Tools.

This Executive Summary outlines strategies for municipalities and the energy sector within the Arkansas River Basin to meet growing water use demands while conserving the Basin’s natural resources. The Arkansas River is a major tributary of the Mississippi River which traverses Colorado, Kansas, Oklahoma, and Arkansas. The river's initial basin starts in Colorado, specifically the Arkansas River Valley, where the headwaters derive from the snowpack in the Collegiate Peaks.

An Analysis of Climate Change Impacts and Options Relevant to Legal and Policy Issues at the Department of the Interior (DOI)

2008

In March 2007, former Secretary of the Interior Dirk Kempthorne established the Department of the Interior's Climate Change Task Force. Three subcommittees were formed to undertake this assignment. This Draft report was issued by the Law & Policy Subcommittee to identify the legal and policy issues facing the DOI and to suggest possible options for addressing them.

Virginia Governor's Commission on Climate Change Final Report: A Climate Change Action Plan

December 15, 2008

Executive Order 59, signed by Governor Kaine in 2007, established the Governor's Commission on Climate Change. The Commission was charged with creating a Climate Change Action Plan that would evaluate expected impacts of climate change on Virginia's natural resources, public health, and the economic impact on the industries of agriculture, forestry, tourism, and insurance. In addition the Plan was to identify strategies to prepare for the projected impacts of climate change on the state.   The Action Plan discusses the overall climate effects on natural systems, such as ecosystems and the state's primary fish stocks, and the effects on human health.

Preparing for Climate Change in the Rogue River Basin of Southwest Oregon

A Climate Change Vulnerability Assessment for Biodiversity in New Mexico

December 4, 2008

The New Mexico Climate Change Adaptation Project of the Nature Conservancy produced this vulnerability assessment in two parts: Part I - "Implications of Recent Climate Change on Conservation Priorities in New Mexico" and Part II - "Conservation Implications of Emerging Moisture Stress due to Recent Climate Changes in New Mexico." Part one is a state-wide assessment of the climate change vulnerability of priority habitats and wildlife species.

Houston-Galveston Area, Texas Council Foresight Panel on Environmental Effects Report

December 2008

The Houston Galveston Area Council (H-GAC) established an expert panel to develop recommendations for local governments to adapt to climate change impacts and the associated environmental effects on the region. This Foresight Panel on Environmental Effects was comprised of experts in climate change and local infrastructure planning. The Panel in turn produced this comprehensive report which reviews current and projected climate impacts and provides specific adaptation strategies.

The Status of the Coral Reef Ecosystems of Guam

December 2008

This report provides an assessment of the status of the coral reef ecosystems of Guam between 2004 and 2007. The findings of various monitoring activities, assessments, and stand-alone investigations conducted by local and federal agencies, educational/research institutions, and government contractors since 2004 were synthesized to obtain an updated, holistic view of the status of Guam’s reefs. Climate change is addressed as a significant factor in the decline of the coral reef in Guam.   'Climate Change, Coral Bleaching, and Ocean Acidification' is a sub-section of the report explaining that coral bleaching is an emerging threat, and will likely grow more severe with increasing sea surface temperatures associated with global climate change.

Sustainable Stormwater Management Plan 2008 for New York City

December 2008

The 2008 Sustainable Stormwater Management Plan was New York City's first comprehensive analysis of the costs and benefits of alternative green infrastructure methods for controlling stormwater. The product of an interagency task force, this plan provides a framework for testing, assessing, and implementing small installations to control stormwater at its source, such as source controls, green infrastructure, low impact development, best management practices, or BMPs.
