The American Planning Association (APA) “Hazard Mitigation Policy Guide” was published in 2020 and provides guidance to federal, state, and local hazard mitigation planners regarding best practices on community preparedness, health, resilience, and sustainability. It covers a wide array of climate- and non-climate-related natural and human-caused hazards. As a whole, the guide recommends that response and recovery improve resilience to future risks such as climate change.

This emergency preparedness guide is for business owners of large or small operations to create and implement a business continuity plan. A business continuity plan should establish a comprehensive disaster plan that ensures that the business can survive a variety of interruptions, recover from a weather event, reduce liability concerns, protect revenue sources, build a culture of preparedness, and more. The guide presents a 12-step process that business owners should undertake if they want their business to survive a disaster, including extreme weather events induced by climate change.

This Guide developed by the National Association for the Advancement of Colored People (NAACP) discusses how low-income, communities of color, and other frontline communities are disproportionately affected by the effects of climate change, extreme weather, and other natural and human-caused disasters (like industrial accidents or chemical contamination). To address these disproportionate risks, the Guide provides a framework for helping communities embed considerations of equity in all phases of emergency management: prevention, mitigation, preparedness, resilience building, recovery, and redevelopment.

The Transportation Research Board (TRB) of the National Academies National Cooperative Highway Research Program (NCHRP) developed Report 753: A Pre-Event Recovery Planning Guide for Transportation, which provides an overview of steps involved in planning and preparing for the recovery of critical transportation infrastructure after a catastrophic event such as a severe storm or wildfire. The Guide was developed to assist transportation owners, operators and planners with pre-event recovery planning.

This report provides guidance to Florida communities on how to incorporate adaptation measures to address sea-level rise impacts into post-disaster redevelopment plans. Developed by the Florida Department of Economic Opportunity and Division of Emergency Management, “Addressing Adaptation During Long-Term Recovery” is an addendum to Florida’s Post-Disaster Redevelopment Planning Guidebook. The Addendum was developed as part of Florida’s Statewide Post-Disaster Redevelopment Planning Initiative that began in 2007 to provide a process and guidelines to help ensure resilient redevelopment of local communities.

The U.S. Federal Emergency Management Agency’s (FEMA’s) Threat and Hazard Identification and Risk Assessment (THIRA) is a 4 step common risk assessment process that supports a community in understanding its natural hazard risks, and estimating capability requirements. The THIRA process helps communities map their risks to the core capabilities, enabling them to determine desired outcomes, capability targets, and the resources required to achieve their capability targets.
