This analysis is an economic assessment with three objectives: 1) To characterize the impacts of climate change on drinking water and wastewater services in the United States through 2050, based on greenhouse gas scenarios and regional projections of climate change effects; 2) To help policy makers and the water and wastewater sector begin to understand the challenges of ensuring that reliable water and wastewater services continue to be available in the face of a changing climate; and 3) To provide early cost estimates so that policies can be developed that address these challenges and planning by utilities can begin.

In August 2009, Governor Patterson signed Executive Order 24 to address climate change in the State of New York. EO 24 established a goal to reduce greenhouse gas emissions in the state, as well as requiring a Climate Action Plan to address both mitigation and adaptation for key economic sectors.

Leveraging prior U. S. infrastructure assessments, this report synthesizes threats to and the needs of public infrastructure posed by climate change. Infrastructure asset types discussed include: wastewater and waterworks systems, electric power generation and transmission systems, communication networks, roads and rail networks, transit and transportation facilities and ports, and oil and gas pipelines and associated facilities. The adaptive capacity of these assets are reviewed, and options for enhancing adaptive capacity through public sector investments in physical, planning, and human resources are presented.

In June 2005, Executive Order S-05-05 was signed by Governor Arnold Schwarzenegger which mandated the preparation of biennial science assessment reports on climate change impacts and adaptation options for California. The first Climate Action Team (CAT) Assessment Report was produced in March 2006. This 2009 assessment expands on the policy-oriented 2006 assessment, and provides new information and scientific findings including: 1) the development of new climate and sea-level projections using new information and tools that have become available in the last two years; and 2) an evaluation of climate change within the context of broader social changes, such as land-use changes and demographic shifts.

The City of Chicago amended Title 18 of the City's Municipal Code to add Chapter 13 to promote the use energy conservation measures in buildings. Energy efficiency upgrades can help to reduce waste energy from buildings, which contributes to the urban heat island effect in the city. This report outlines concerns for climate change impacts as they will effect California with possible sea level rise, shifting mountain runoff from Spring to Winter, changes in precipitation and runoff volume, drought, high stream and reservoir temperatures, increased water demands, and increased flood flows and frequencies. Options and costs for adaptations to climate change are outlined for water supply, flood management, hydro-power, and water quality. Institutional capacities and constraints to adaptation in water supply management, flood management, and water quality management are described and addressed with methods to improve adaptation capacities.

This report, a collaborative effort between the Union of Concerned Scientists (UCS) and a group of independent experts, analyzes climate change-related impacts on key sectors in the state of Pennsylvania. This report summarizes how Pennsylvania's twenty-first century climate is projected to change under two different scenarios, or possible futures, of continued human-caused emissions of heat-trapping gases. These scenarios are used in climate models to assess future changes in many sectors across the state.
