The Atlas is an online “marketplace and recommendation engine” for environmental technology and infrastructure solutions. Over 250 sustainable, resilient and/or green infrastructure projects and tools are showcased on the Atlas website. These climate adaptive infrastructure solutions can be used to support the new design of similar systems.

The City of Pittsburgh, Pennsylvania released its Resilience Strategy in March 2017 to provide a holistic strategy for helping the city to manage challenges from a changing environment, globalization, and urbanization. The Strategy sets goals, objectives, and action organized around a “P4” community-centered framework addressing resilience in terms of People, Place, Planet, and Performance. The Strategy is intended to be a blueprint to help the city prepare for resilience challenges by helping the city improve coordination among government and non-governmental organizations, improve budgeting and capital coordination citywide, ensure the institutionalization of resilience practices, and increase resident engagement and empowerment.

This guidebook summarizes the main points of agreement from a dialogue between fifty professionals who met in the fall of 2016 to describe the top challenges and potential solutions that could promote regional resilience in Southeastern Connecticut. The challenges and solutions are organized by sector – including water, food, ecosystems, transportation, energy, the economy, and cross-sector issues and solutions. In addition, the guidebook provides an overview of the geologic context of the region and sample projects that showcase design options at the neighborhood, municipal, and multi-municipal scale.

This report summarizes a year of dialogue organized by The Nature Conservancy, the Southeastern Connecticut Council of Governments, and Southeastern Connecticut Enterprise Region that aimed to develop a shared understanding of resilience for the region and potential solutions. This was the first regional resilience effort in Connecticut. The report details the key issues identified through a series of “challenges workshop dialogues,” in which participants conceptualized challenges relevant to water, food, ecosystems, transportation, energy, and the economy.

This report identifies market barriers to deploying solar and energy storage technologies in low-income markets, and proposes more than 50 grant and investment opportunities that socially-minded investors can use to target those barriers. Solar and energy storage can further climate adaptation by helping communities avoid power outages. The report includes a detailed analysis of the energy market and a matrix of interventions organized according to market participant, barriers, and difficulty.

This strategy document is the culmination of a process that began in November 2007 to review and update the Department of Energy (DOE) 1995 Environmental Justice Strategy. The strategy describes DOE’s plan for complying with Executive Order 12898, Federal Actions to Address Environmental Justice in Minority Populations and Low-Income Population (Clinton, 1994). The strategy outlines its objectives to integrate environmental justice into National Environmental Policy Act (NEPA) implementation, minimize climate change impacts on vulnerable people, and comply with Title VI of the Civil Rights Act of 1964.

This Georgetown Climate Center (GCC) case study on the King County-Cities Climate Collaboration (K4C) explores how local governments and other partners are coordinating at the regional scale to reduce greenhouse gas emissions across the King County region of Washington state. This case study explores how the K4C was formed and has organized its decisionmaking, what local governments and other stakeholders are involved in the collaborative, what roles it is playing to reduce emissions in the region, and how the collaborative funds its activities.

In 2017, the District of Columbia’s Department of Energy and Environment (DOEE) launched the country’s first resilience tool to identify opportunities for protecting residents in multifamily affordable housing from heat waves, flooding, and other climate change impacts. The city already faces a tight housing market with significant shortages in affordable housing. Climate change is expected to only exacerbate this pressure by increasing the cost of maintaining comfortable homes in the summer and protecting households from flooding. In order to help advance the goals of the city’s climate adaptation plan, DOEE worked with nonprofit partners to develop the Resilience and Solar Assessment Tool. The tool consists of a series of questionnaires that building owners can use to identify the building’s resilience to potential climate change impacts, examining characteristics like accessibility, emergency management plans, and electrical, mechanical, and plumbing equipment. Based on the outcome of the assessment, the tool provides additional recommendations for implementing resilience strategies at varying cost and scale.

A Greater LA: Climate Action Framework was developed by the Los Angeles Regional Collaborative for Climate Action and Sustainability (LARC) to help leaders in the LA region identify and implement the most promising and effective measures for reducing emissions and increasing resilience to climate change. It was designed to prioritize issues and actions that can have the most regional impact and that require more cross-county coordination.

Achieving Urban Resilience illustrates the environmental, health and economic benefits that Washington, D. C. could gain from citywide adoption of smart surface technologies such as cool roofs, green roofs, solar PV, porous pavements, bio-retention, rainwater harvesting, reflective pavements, permeable pavements, and urban trees. The report quantifies the benefits of adopting cost-effective strategies to manage sun and rainfall at a city level, and documents how the District could save at least $5 billion over 40 years with smart surface strategies.
