This guide is an online resource highlighting 25 “green” activities or elements from FEMA’s 2017 Community Rating System (CRS) Coordinator’s Manual. FEMA's National Flood Insurance Program (NFIP)’s CRS is a voluntary insurance rating program that recognizes communities for implementing floodplain management practices that exceed the Federal minimum requirements of NFIP. In exchange for flood risk reduction practices, policyholders can receive reduced flood insurance premiums. The guide was designed to give local planners and floodplain managers information to support more participation in CRS and to increase flood resilience by protecting and strengthening natural ecosystems.

In 2019, the Union Square Neighborhood Council (USNC) negotiated and ratified a Community Benefits Agreement (CBA) with the developer Union Square Station Associates LLC (US2), following approximately a year of weekly meetings with the negotiating committee. The CBA set forth terms on a number of issues, including housing, workforce development, and environmental sustainability. Specifically, under the CBA, US2 committed to developing 90 permanently affordable units in the Union Square neighborhood (out of a total of 1,000 new affordable and market rate units).

The Eastern Shore Land Conservancy partnered with the Georgetown Climate Center (GCC), the Eastern Shore Regional GIS Cooperative, and the University of Maryland Environmental Finance Center for this analysis on sea level rise preparedness in Maryland’s Eastern Shore region. GCC offers a discussion of strategies related to floodplain, zoning and regulatory standards to support sea level rise and coastal flooding resilience policies and decision making.

Georgetown Climate Center (GCC) prepared this report to help the Eastern Shore Climate Adaptation Partnership (ESCAP) identify strategies for adapting to increasing sea-level rise and flood risk in the Eastern Shore region of Maryland. This publication is a part of a series of reports assessing the sea-level rise vulnerability of communities in Maryland's Eastern Shore, as well as potential adaptation responses. ESCAP worked with the Eastern Shore Regional GIS cooperative to assess sea-level rise vulnerabilities in the six counties and two municipalities that participate in ESCAP.

The Governor’s Commission to Rebuild Texas was established just after Hurricane Harvey devastated the Gulf Coast region of the state in August 2017. Governor Abbott directed the commission to determine ways to improve the process of disaster response and to develop strategies for protecting the region against future storms. The Commission’s report details the magnitude and impacts of Harvey; assesses the federal, state and local response to the disaster; and offers recommendations on how Texas can better prepare for future disasters.

The plan to develop a climate resilient Boston Harbor in the City of Boston, Massachusetts offers strategies for Boston's 47-mile shoreline that will increase access and open space along the waterfront while better protecting the city during a major flooding event. The plan focuses on green infrastructure and natural solutions to lowering the severity of sea level rise and flooding from climate change. “Resilient Boston Harbor” invests in Boston's waterfront with a proposed restructuring of Fort Point Channel, and development of coastal protection from East Boston to the Dorchester shoreline.

The Chicago Metropolitan Agency for Planning (CMAP) developed ON TO 2050 in 2018, a comprehensive region plan for the Chicago, Illinois region based on principles of inclusive and equitable growth; economic, environmental and climate resilience; and prioritized investments for infrastructure, development, and the economy. The Stormwater and Flooding Strategy is one component of ON TO 2050 that reviews the impacts of flooding, and explores policy recommendations and strategies to better prepare for and adapt to the impacts of urban and riverine flooding in the Chicago metropolitan region.

This Guide developed by the National Association for the Advancement of Colored People (NAACP) discusses how low-income, communities of color, and other frontline communities are disproportionately affected by the effects of climate change, extreme weather, and other natural and human-caused disasters (like industrial accidents or chemical contamination). To address these disproportionate risks, the Guide provides a framework for helping communities embed considerations of equity in all phases of emergency management: prevention, mitigation, preparedness, resilience building, recovery, and redevelopment.

While communities affected by a disaster can be in a rush to immediately build back to their pre-disaster state, NHMA implores decision makers to rebuild "safer and smarter" with climate resilient planning. This guide offers nine steps to take when rebuilding to increase resilience and reduce risks from future disasters. The Sustainable Solutions Lab at the University of Massachusetts Boston examines the impacts of flooding from sea level rise and increased precipitation on the City of Boston’s built environment in this report. Along with discussing the governance challenges as related to to these climate change impacts, the report offers policy recommendations and governance strategies to improve resilience to increased flooding. The report is built upon the Climate Ready Boston (CRB) project, and offers recommendations on the implementation of its initiatives as well as policy reform to further flooding adaptation.
