In September 2007, Resources for the Future and the University of Maryland – Baltimore County partnered to evaluate the design, implementation, and outcomes of Transfer of Development Rights (TDR) programs in communities across the U. S. The report is the result of a comprehensive research study involving conversations with local planners, consultants, land-use attorneys, and land trusts in the case study of several communities. The report offers an overview of land preservation, zoning, and TDRs in the U.

This report assesses policies and governance structures to mitigate hazards on the U. S. Gulf Coast, and makes recommendations for coastal communities to adapt to the impacts they will face due to climate change. Existing federal and state frameworks for coastal land use and hazard mitigation planning in the Gulf are explored. The strengths and weaknesses of federal laws (including the Coastal Barrier Resources Act, the Coastal Zone Management Act and the National Flood Insurance Program), as well as state and local planning authorities in the Gulf states, are presented.

Launched by the Romney Administration and the state legislature in 2006, the role of the Massachusetts Office of Coastal Zone Management's Coastal Hazards Commission (CHC) is to review existing coastal hazards practices and policies, identify data and information gaps, and make recommendations for administrative, regulatory, and statutory changes. The Commission released this report to summarize its findings after it reviewed coastal hazards associated with sea-level rise, hurricanes, northeasters and reduced sediment supply; moreover, it evaluated existing policies, potential knowledge gaps, and developed potential adaptation policies.

In 2003, the Portland Bureau of Environmental Services installed two landscaped stormwater curb extensions designed to capture street stormwater runoff on Siskiyou Street in Portland, Oregon. Essentially disconnecting the street’s runoff from the City’s combined storm/sewer system, the Siskiyou curb extensions manage it on-site using a landscape alternative. The objective was to maximize the capture, treatment, and infiltration of street stormwater runoff, while enhancing the neighborhood and offering improved pedestrian safety.

In 2003, the Chesapeake Bay Foundation initiated a green roof demonstration project funded under the terms of a consent decree negotiated by the D. C. Water and Sewer Authority. The money was used to issue grants for the installation of eight different pilot green roofs that would reduce the cost of each green roof cost to the building owner by up to 20 percent. The pilot roofs served as models that building owners could use for future green roof projects, by providing data on costs, construction methods, performance, and maintenance needs.

Commissioned by the Transportation Research Board (TRB), this report discusses the impacts of climate change on transportation operations in the United States, and suggests adaptive responses to fully incorporate the consideration for weather-related disruptions and emergencies into systems operations and management processes. It discusses the effects of climate change on the principle activities of state departments of transportation. A particular focus of the report includes road congestion management and emergency response.

Washington D. C. ’s Department of Energy and Environment (DOEE) administers a variety of "RiverSmart" programs to fund projects that reduce stormwater runoff and water pollution. The programs provide financial incentives, in the form of grants and rebates, to fund green infrastructure projects that reduce and treat stormwater runoff from impervious surfaces. Although the RiverSmart program was developed to help the District address water pollution from stormwater runoff, it also supports climate resilience by diverting rainwater from the city’s stormwater system to manage increasingly heavy rainfall events.

In the wake of Hurricane Katrina and significant property destruction, the city of Long Beach, MS developed a proposed comprehensive plan for the city that included a concept for a new public green space called Oak Park to buffer the downtown area from storm surge from the Gulf of Mexico. The plan placed the park between a new roadway to the north and the coastline and Highway 90, which would be redesigned, to the south. The plan was designed to both revitalize the town aesthetically and provide natural protection for residents from storm events.

This article, published in Elsevier in 2002, outlines how cool surfaces (cool roofs and cool pavements) and urban trees can have a substantial effect on urban air temperature and, hence, can reduce cooling-energy use and smog. Using a dozen metropolitan cities as case studies, this paper demonstrates an estimate of about 20% of the national cooling demand can be avoided through a large-scale implementation of heat-island mitigation measures. This amounts to 40 TWh/ year savings, worth over $4B per year by 2015, in cooling-electricity savings alone.
