Sea Level Rise Ready: Model Comprehensive Plan Goals, Objectives, and Policies to address SLR Impacts in Florida

May 2010

'Sea Level Rise Ready' presents selected model comprehensive planning goals, objectives, and policies meant to address local sea level rise adaptation for a hypothetical city/county in Southwest Florida. It offers best practice examples from other jurisdictions that illustrate the use of SLR adaptation policies, and it concludes that “low or no regrets” actions can be implemented now and in many cases already have been taken by one or more local jurisdictions. Model Goal 1 creates a "Vulnerable Area" overlay for spatial planning, while Goals 2, 3, and 4 establish a framework for pursuing the adaptation strategies of Protection, Accommodation, and Managed Retreat within the overlay.

Climate Change Adaptation in New York City: Building a Risk Management Response

May 2010

The New York City Panel on Climate Change (NPCC) was convened by Mayor Michael Bloomberg in August 2008 as part of PlaNYC, the City's long-term sustainability plan. The NPCC consists of scientists who study climate change and its impact, as well as legal, insurance, and risk management experts. This Annals volume presents the NPCC report, including New York City–specific climate change projections, tools to help entities identify climate vulnerabilities and develop adaptation strategies, and recommendations on how to foster an effective climate resilience program.

The Impacts of Climate Change on Connecticut Agriculture, Infrastructure, Natural Resources and Public Health

April 2010

In accordance with Section 7 of Public Act 08-09, the Governor's Steering Committee on Climate Change formed an Adaptation Subcommittee to assess the impacts of climate change in Connecticut on the following areas: (1) infrastructure, including buildings, roads, railroads, airports, dams, reservoirs, and sewage treatment and water filtration facilities; (2) natural resources and ecological habitats, including coastal and inland wetlands, forests and rivers; (3) public health; and (4) agriculture.

An Assessment of Decision-Making Processes: The Feasibility of Incorporating Climate Change Information into Land Protection Planning (Final Report)

March 2010

Because land protection decisions are long-term, hard to reverse, and resource intensive, these decisions are important to consider in the context of climate change. Climate change may directly affect the services intended for protection and parcel selection can exacerbate or ameliorate certain impacts. Therefore, when considering long-term acquisition strategies, land protection programs should be considering both the mitigation potential of land through carbon sequestration and the adaptation potential of the land for preserving wildlife migration routes, protecting water sources, and buffering infrastructure and development from storm events.

New Jersey Clean Energy Program Efficiency Retrofitting

2010

New Jersey’s Clean Energy Program (NJCEP) is a financial incentive system created by the state legislature to encourage energy efficiency retrofitting and promote the use of renewable energy. CMC Energy is a private firm specializing in improving energy efficiency, and became a contracting partner of NJCEP’s Direct Install program. Through this program, CMC works directly with a participating business or public entity to assess areas for improved energy efficiency, and implement modern technical solutions to reduce energy costs. NJCEP pays for 70% of the total retrofitting costs directly to the entity, reducing the total project time to an average of 90 days from the initial appointment. High Bridge Elementary School, in High Bridge, NJ, participated in the Direct Install program and is realizing an annual energy savings of approximately $22,000. The total cost of the installation was $135,109, of which $94,576 was provided directly to the school. The school thus contributed only $40,532, estimated to be paid off in 1.8 years given the school’s energy savings. Future energy savings will be used for further improvements, such as a new roof. In 2019, to promote equity, NJCEP increased its funding to 80% of the retrofitting costs for facilities: within an Urban Enterprise Zone, within an Opportunity Zone, owned by local governments, containing K-12 public schools, or designated as affordable housing. Under the newer scheme, the High Bridge Elementary pay period would be shortened to 1.23 years, freeing up reduced energy savings faster.

Using New York City as an example, and drawing on work done by the New York City Panel on Climate Change (NPCC), this article discusses additional measures the city can take to prepare for climate change impacts.  According to the authors, this article focuses on "the use of law to foster and to remove impediments to adaptation," and provides suggestions that are intended to further the City’s planning process, as well as represent areas of possible consideration for other municipalities.
