The City of Portland, Oregon Bureau of Planning and Sustainability (BPS)’s mission is to “take action to shape the future of Portland and advance climate protection for a more prosperous, healthy, equitable and resilient city now and for future generations.” The Bureau’s 2018-2020 Strategic Plan includes strategies to create a low-carbon resilient built environment, including affordable housing, and to improve watershed health and climate resiliency.

As part of Portland Oregon’s Comprehensive Plan, the Central City 2035 Plan is the primary guiding policy document for Portland’s urban center. The plan offers goals, policies and tools to guide growth and development for largest “center” in Portland that, by 2035, will be home to 30% of Portland’s population growth, on 3% of its land area. One of the primary goals of the plan is to increase the resilience of the Central City to climate change, and policies are proposed for natural hazard, climate change and flooding resilience.

Resilient Rhody is the state of Rhode Island's first climate adaptation strategy which addresses the impacts of climate change to the state’s critical infrastructure and utilities, natural systems (upland and coastal), emergency preparedness, and community health and resilience. Strategic actions are outlined for these four thematic areas, and an additional chapter highlights financing mechanisms for these recommendations. An “action plan to stand up to climate change” was required by Governor Raimondo’s 2017 Executive Order 17-10.

In June 2018, the State of Rhode Island’s Coastal Resource Management Council (CRMC) adopted the Rhode Island Shoreline Change Special Area Management Plan ( Beach SAMP) to help Rhode Island’s coastal communities better adapt to the impacts of climate and shoreline changes. The Beach SAMP includes various guidance and tools for policymakers and coastal managers. In Chapter 5, CRMC presents the “ Coastal Hazard Application Guidance” - a five-step risk assessment framework developed for applicants to address the coastal hazards from climate change in permit applications submitted to CRMC for new and substantially improved projects. The purpose of the Coastal Hazard Application Guidance is to ensure that: (1) permit applicants are aware of the coastal risks that could impact their projects; and (2) CRMC can approve projects that are better able to adapt and are more resilient to these risks to increase safety and other benefits for communities, the environment, and the state’s economy. Through a subsequent regulatory amendment, CRMC now requires (since July 2019) that permit applicants submit a Coastal Hazard Application worksheet with their applications to CRMC. Chapter 7 of the Beach SAMP outlines a suite of adaptation measures property owners and decisionmakers can consider, including protection, accommodation, and relocation or managed retreat. The Beach SAMP provides a useful example of innovative shoreline change planning, and serves as a policy model for other state agencies and local governments on how to ensure new development and redevelopment can better adapt and be more resilient to climate change and other coastal hazards.

In June 2018, the Asheville City Council adopted an updated comprehensive plan, "Living Asheville: A Comprehensive Plan for Our Future" that incorporated considerations of climate-threats to the city, which were identified in the city's climate hazard Assessment, completed in June 2017. The Living Asheville Plan guides land use decisions in the city; it examines the long-term challenges posed by climate change and includes policies for enhancing the city's resilience.

The Green Cincinnati Plan is a roadmap to build “a more sustainable, equitable, resilient future” for the City of Cincinnati, Ohio. The plan outlines 80 climate mitigation strategies to reduce carbon emissions in Cincinnati 80% by 2050. It also establishes broader goals and recommendations focused on climate change resilience, growing the city’s green economy, and improving conditions for frontline communities.

The City of Cincinnati, Ohio assesses opportunities for local investments in housing and critical services for people relocating in response to climate change in the 2018 Green Cincinnati Plan. The plan is built on three central pillars: Sustainability, Equity and Resilience, and is a strategic document to guide the city’s goals and objectives to mitigate greenhouse gas emissions and become more climate resilient. Cincinnati identifies itself as a future “climate haven” that may receive people relocating from more vulnerable areas impacted by climate change, like coastal areas experiencing sea-level rise and flooding. Cincinnati uses the Green Plan to set a roadmap for making preparations to accommodate people moving to the city as a result of this domestic climate “in-migration.” The city has assessed the potential number of people that may relocate there in the future, and conducted a cost-benefit analyses to estimate the fiscal costs for this in-migration. As a result of this analysis, the city proposes how it could move forward with preparing for a new population. This includes identifying future and existing opportunities and programs for supplemental and long-term housing, funding sources to support housing and economic investments, and other “peer” climate haven cities, like Duluth, Minnesota, that can serve as a resource for Cincinnati. Ultimately, Cincinnati finds that it is feasible to become a climate haven, but that it will have to proactively prepare for new residents. The Green Cincinnati Plan can serve as an example for other local jurisdictions anticipating receiving people moving away from their homes in response to climate change.

Whitefish, Montana has committed to climate change mitigation and adaptation measures in this Climate Action Plan. Drafted by a mayor-appointed committee with extensive public involvement, the plan describes the actions that Whitefish can take to transition to a clean energy economy, reduce GHG emissions, and strategically build resilience to climate change impacts. The report outlines nearly 100 specific actions to implement 26 climate adaptation and mitigation strategies across six chapters for six focal sectors: City Buildings and Energy; Transportation and Land Use; Water and Wastewater; Forests and Watersheds; Consumption, Food and Waste; and School District.

The Climate Resilience Action Plan for Austin, Texas provides an assessment of extreme weather impacts to City-owned assets and operations, and outlines strategies for the City of Austin’s long-range planning in response to current and projected climate change. The plan describes climate adaptation strategies for the City’s Utility Infrastructure (electric, water, wastewater and telecommunications), Transportation Infrastructure, and Community Facilities.

The City of Los Angeles, California - in partnership with The Rockefeller Foundation’s 100 Resilient Cities (100RC) - released its first citywide Resilience Strategy. The plan describes nearly 100 adaptive actions for extreme events, disaster preparedness and resilient infrastructure, as well as pervasive issues such as social inequities, and climate change. Los Angeles Mayor Garcetti signed an executive directive in conjunction with the Strategy, that requires City departments to appoint Chief Resilience Officers, who will play a significant role in furthering the implementation of the 100 RC strategy.
