This report, produced by the Georgetown Climate Center, features 17 case studies about how states, local governments, and communities across the country are approaching questions about managed retreat. Together, the case studies highlight how different types of legal and policy tools are being considered and implemented across a range of jurisdictions — from urban, suburban, and rural to riverine and coastal — to help support new and ongoing discussions on the subject. These case studies are intended to provide transferable lessons and potential management practices for coastal state and local policymakers evaluating managed retreat as one part of a strategy to adapt to climate change on the coast. The case studies in this report were informed by policymakers, practitioners, and community members leading, engaging in, or participating in the work presented in this report. This report was written to support Georgetown Climate Center’s Managed Retreat Toolkit, which also includes additional case study examples and a deeper exploration of specific legal and policy tools for use by state and local decisionmakers, climate adaptation practitioners, and planners.

The North Carolina Climate Risk Assessment and Resilience Plan is the state’s first climate change adaptation plan. It includes the results of vulnerability assessments within 11 critical sectors, climate justice concerns and strategies, and recommendations for nature-based solutions to enhance ecosystem resiliency and sequester carbon in the state’s natural and working lands. North Carolina Governor Cooper’s 2018 Executive Order 80 directed state agencies to integrate climate adaptation and resiliency planning into their policies, programs, and operations; and mandated that the Department of Environmental Quality (DEQ) lead the development of this climate risk assessment and resiliency plan for the state.

The Colorado Resiliency Framework, first published in 2015 and updated in 2020 by the Colorado Resiliency and Recovery Office, identifies strategies to strengthen and increase resilience to hazards throughout Colorado. The framework establishes an updated vision for resilience in the state: “Colorado creatively implements forward-thinking solutions that are sustainable and resilient to changing conditions and result in strong, equitable communities that can adapt to and thrive in the face of adversity.

The Dallas Comprehensive Environmental and Climate Action Plan (CECAP) is a roadmap developed by the City of Dallas, Texas, and community stakeholders that outlines steps the city can take to reduce its greenhouse gas (GHG) emissions while enhancing climate resilience. The plan provides an overview of the environmental and climate challenges that Dallas faces, recommends actions to improve the environmental quality of the city, build resilience, and reduce greenhouse gas emissions, and identifies funding and partnership opportunities to support plan implementation.

The City of Virginia Beach, Virginia Sea Level Wise Adaptation Strategy is designed to help guide the city’s steps to become more resilient and adapt to sea level rise and flooding by gradually implementing actions through a watershed-based approach. Virginia Beach consists of four watersheds, both inland and coastal, that are characterized by unique physical properties and land-use patterns and affected by five distinct types of flooding - high tide, wind tide, storm surge, rainfall/compounding, and groundwater flooding.

Climate Ready Missoula is an adaptation-focused plan that identifies the greatest climate risks that Missoula County, Montana faces and the potential steps the community can take to address these risks. Formed in collaboration with community organizations and individuals, the plan includes a discussion of climate change projections and scenarios, vulnerability assessments of Missoula County, climate adaptation goals and strategies, and next steps for implementation of the plan. The plan also outlines 12 guiding principles to help focus implementation efforts going forward; the principles emphasize the importance of equity, cultural values, collaboration, science-informed and proactive decisionmaking, ecosystem valuation and cost-benefit analysis, and innovation.

This 2020 publication from Washington State’s Department of Natural Resources (DNR) outlines the ways in which climate resilience can aid the State, and how the department aims to advance climate resilience. Topics discussed include DNR’s current roles, goals for implementation, equity and tribal considerations, and the challenges and opportunities within various resource-specific sectors. DNR aims to advance climate resilience through management of the lands and water they oversee, internal changes within their own agencies and programs, and coordinating with partner organizations.

In 2019, the City of Virginia Beach, Virginia released its Sea Level Rise Policy Response Report which identifies climate adaptation strategies, objectives, and potential legal and policy actions it could adopt to reduce Virginia Beach’s short- and long-term flood risk. The flood issues in Virginia Beach are multifaceted and the City is considering a range of adaptation responses — from engineering and planning to regulations and market-based tools — with the aim of pursuing a long-term, comprehensive approach.

Co-created by the Office of Sustainability and the Racial and Environmental Justice Committee (REJC) of the City of Providence, Rhode Island, this Climate Justice Plan lays the foundation for socially equitable climate mitigation and adaptation. Providence Mayor Elorza has set a goal for the city to become carbon neutral by 2050, with frontline communities to “lead the charge. ” The Plan includes seven key objectives and over 50 mitigation as well as adaptation strategies developed to concurrently achieve carbon neutrality, climate resilience and social climate justice in Providence.

San Antonio Climate Ready is a Climate Action and Adaptation Plan (CAAP) that provides a roadmap to achieve equitable climate mitigation and resilience goals for San Antonio, Texas - one of the largest and fastest growing cities in the U. S. The City of San Antonio aims to be carbon neutral by 2050 and the CAAP identifies mitigation strategies intended to advance that goal, inclusive of adaptive ecosystem restoration and social equity strategies. As temperature and extreme heat events increase while annual precipitation decreases across the region, the plan also identifies 45 adaptation strategies to address these climate impacts and many more.
