The City of Tempe, Arizona’s first Climate Action Plan (CAP) offers a roadmap toward sustainability and climate change resilience focusing on emissions reductions in transportation and energy use, and resilience to extreme heat. The plan includes twelve climate mitigation and adaptation actions for the city government, businesses, and residents of Tempe.

Karuk have lived in the Klamath-Siskiyou Mountains in the mid-Klamath River region of northern California beyond documented history, and now face severe climate change impacts to their territory and way of life. The Karuk Climate Adaptation Plan details climate impacts and adaptation strategies for the Karuk tribe and culture, local species and habitats, human health, critical infrastructure, tribal programs, tribal sovereignty and management authority. The climate adaptations evaluated have combined western science and Karuk traditional knowledge, and are recommended based on 22 focal species cultural indicators “for human responsibilities and necessary human actions” across seven habitat management zones.

In 2019, the City and County of Honolulu on the Hawaiian island of Oahu adopted an updated Multi-Hazard Pre-Disaster Mitigation Plan approved by the Federal Emergency Management Agency (FEMA). The dual purposes of the plan are to protect people and structures from damage, and to minimize the city and county’s disaster response and recovery costs. The plan, prepared by the Department of Emergency Management, addresses the relationship among various types of hazards, evaluates the effects of climate change, and prioritizes mitigation policies, actions, and projects.

This climate resilience plan was created collaboratively by Greater Miami and the Beaches (GM&B) - a unique partnership between Miami-Dade County, the City of Miami, and the City of Miami Beach. The unified adaptation strategy integrates climate change planning and preparedness for the low-lying coastal communities in southeast Florida (which share area code 305). The Resilient305 Strategy offers 59 action items that will help municipalities to better prepare for and respond to increasing occurrences of hurricanes, sunny day flooding, and sea level rise, as well as social and economic inequities.

On June 28, 2019, the City of Punta Gorda released an Adaptation Plan update to assess public infrastructure vulnerability to coastal flooding and sea-level rise. An addendum to the update report to 2009 climate adaptation plan with a living shoreline element, the updated plan is the product of the NOAA’s 2018-2019 Florida Resilient Coastlines: Resiliency Planning grant, administered by Florida’s Department of Environmental Protection (FDEP) and in collaboration with Taylor Engineering, Inc.

The City of Lumberton is a small community in North Carolina built along the Lumber River. The river and its floodplains are an integral part of the landscape and Lumberton’s history and cultural and economic identity. Meanwhile, flooding has become more frequent and severe — requiring new adaptive flood mitigation solutions. In 2016, the community was devastated by Hurricane Matthew when the river flooded hundreds of homes and businesses. Just as the city was beginning to rebuild two years later, Hurricane Florence resulted in similar compounding damages.

Presenting six goals and 17 objectives for the City through the year 2050, the plan is a guide for city employees to develop and implement sustainability and adaptation strategies.

Anchorage, Alaska’s Climate Action Plan offers both climate change mitigation and adaptation strategies that support a vision for resilience and 80% less greenhouse gas emissions by 2050. Climate adaptation planning is focused on emergency preparedness, watershed, urban forest and public health measures. Social equity and inclusion of indigenous communities impacts and needs are also prioritized, with Alaskan Native values incorporated throughout the plan.

Louisiana Strategic Adaptations for Future Environments (LA SAFE) is a community-based planning and capital investment process that will help the state fund and implement several projects, including for managed retreat, to make its coasts more resilient. In 2016, Louisiana’s Office for Community Development–Disaster Recovery Unit received a nearly $40 million grant from the U.S. Department of Housing and Urban Development through the National Disaster Resilience Competition and additional state and nongovernmental funds to implement LA SAFE. The grant will support the design and implementation of ten resilience projects to address impacts in six coastal parishes that were affected by Hurricane Isaac in 2012 (Jefferson, Lafourche, Plaquemines, St. John the Baptist, St. Tammany, and Terrebonne). Building on LA SAFE’s community-driven framework for adaptation and the ten state-funded projects, the state is continuing to work with the six parishes to mainstream and institutionalize adaptation and resilience at both the regional and parish levels. In May 2019, the state released a regional adaptation strategy and six parish-level strategies to support long-term adaptation planning. Each strategy follows LA SAFE’s framework for identifying projects to meet different adaptation and development goals based on flood risk to ensure that future regional and local projects are similarly designed to advance comprehensive approaches. These strategies will assist the parishes to develop and invest in additional projects that will be more resilient to coastal impacts over the state's 50-year planning horizon and achieve multiple benefits for communities. These strategies can serve as an example for other state, regional, and local jurisdictions considering long-term, comprehensive planning for adaptation and managed retreat.

In April 2019, Washington D. C. released its Resilient DC Plan as part of its participation in the Rockefeller Foundation's 100 Resilient Cities (100RC) initiative. The Resilient DC plan presents strategies to help the District address three-main drivers of change: economic and population growth, climate change, and technological transformations. It is designed to help the District manage threats from extreme natural and manmade disasters (including extreme heat, flooding, infrastructure failure, and terrorist or cyber attacks) and reduce chronic stressors that challenge the city on an everyday basis (including lack of affordable housing, economic inequality, educational opportunity gaps, and aging infrastructure).
