The City of Missoula, Montana and Climate Smart Missoula developed this plan as a guide for climate change mitigation and adaptation strategies for the community of Missoula. Expanding beyond the municipal strategies in the City’s Climate Action Plan, this “climate smart” plan outlines visions, goals, and specific activities to better and more equitably involve the entire community in climate change solutions.

Oregon Health Authority (OHA), Oregon’s state public health agency, conducted three climate-focused Health Impact Assessments (HIAs) between 2011 and 2014 in order to determine the potential health benefits of greenhouse gas reduction projects. Requested by Metro Regional Government (Metro), Portland’s regional planning authority for transportation and land use, OHA’s HIA found that adopting the climate strategies proposed by Metro could reduce heart disease, stroke, and diabetes 2-4% by improving air quality and increasing active transportation. The HIAs also focused on the inequities of disease burden based on proximity to high volume roads, leading to increased injuries and respiratory disease, among other impacts; increasing active transportation and reducing the number of vehicles on the road could help to reduce this inequity. From the HIAs, OHA determined that implementing these strategies could also save over $100 million annually in health care costs. The 39-member Advisory Committee that helped shape and give feedback to the HIA included some community representatives and a representative from the Oregon Health Authority’s Office of Equity and Inclusion, but was primarily made up of local and regional government representatives.

The 2015 Marin County, California Climate Action Plan (CAP) updates the 2006 Marin County Greenhouse Gas Reduction Plan. The majority of the plan focuses on mitigation, providing an update of GHG emissions in 2012, forecasts of emissions for 2020, and an assessment of actions that the County will take to further reduce emissions by 2020. In addition, Chapter 8 focuses on adaptation, providing an overview of Marin’s expected climate risks, a summary of actions-to-date, and recommended next steps.

This self-assessment tool from the U. S. Environmental Protection Agency is a checklist of “smart growth” strategies for local governments and planners that can help inform the development of healthier and more resilient communities. This “yes”/“no” checklist is organized by eleven goal areas common to rural communities, each including examples of associated strategies from around the country with related resource links. The self-assessment allows rural communities to identify strengths and gaps in policies, plans, programs, codes, and zoning regulations which can help inform subsequent identification of high- and medium-priority strategies to address a community’s unique goals and needs.

Produced under the Obama Administration, this catalog profiles 62 federal funding programs that can support communities of Alaska in improving their climate resilience. For each program, it lists the program’s purpose, funding level, allowable applications, and who may qualify as an eligible applicant. Resources are emphasized that are useful to tribal and native Alaskan communities. The programs described in the catalog are wide ranging, including grants such as FEMA’s Pre-Disaster Mitigation Grant Program and the NIH/NIEHS “Research to Action” program aimed at helping communities assess their local environmental threats.

In June 2015, The New York State Department of Health (NYSDOH) undertook a climate and health adaptation planning process known as BRACE (Building Resilience Against Climate Effects), a result of a grant from the Center for Disease Control and Prevention (CDC) in 2010. The creation of this report fulfills the first of five steps of the CDC’s BRACE framework - to forecast climate impacts and assess vulnerabilities. The report reviews an assessment of the projected climate-related public health impacts in New York, and provides public health resilience strategies and recommendations for NYSDOH.

The North Carolina Agriculture and Forestry Adaptation Work Group (NC-Adapt) has found that climate change risks to North Carolina’s agriculture and forestry industries warrant expanded and accelerated adaptive management planning. In this report, NC-Adapt reviews summarized climate impacts for the sectors, and outlines an adaptive management plan to improve agriculture and forestry resiliency and economic viability.

The City of Portland and Multnomah County, Oregon 2015 Climate Action Plan (CAP) presents a plan to reduce local carbon emissions 80 percent below 1990 levels by 2050 with specific objectives to achieve by 2030. The Plan also identifies over 100 strategies to both reduce local carbon emissions, and adapt to and prepare for climate change in the short-term. The CAP states that its success is dependent on ability to create jobs, advance social equity, improve public health, strengthen natural systems and enhance quality of life, as co-benefits of these mitigation and adaptation strategies.
