The Draft Interagency Concept for Community Resilience Indicators and National-Level Measures paper seeks to identify a common framework for communities to assess their resilience using federal data. Published by the Mitigation Framework Leadership Group (MitFLG) - a federal workgroup led by the Federal Emergency Management Agency (FEMA) and the National Oceanic and Atmospheric Administration (NOAA) - the report provides indicators aimed at helping local communities to gauge their own resilience capacity and federal agencies to determine the effectiveness of their actions.

The California Department of Transportation (Caltrans) is proposing to realign a section of Highway 1 near Gleason Beach in Sonoma County to provide long-term protection from coastal bluff erosion threatening the highway and surrounding area. The highway provides the only access between Bodega Bay and Jenner communities and is the sole vehicular route north to south for coastal Sonoma County. Multiple efforts since the late 1990s have sought to stabilize the roadway in place via various measures to shore up the bluff, but these protective measures cannot offer a reliable long-term solution.

The Pullayup Tribe of Indians, from the Puget Sound area of Washington State, have completed a climate impact assessment and adaptation strategy for the natural resources in the area on which they depend. This report combines the latest climate knowledge for the region with input from Tribal staff and members, and presents primary projected climate impacts for the Tribe and surrounding ecosystems, as well as strategic actions to build climate resilience.

The Federal Highway Administration (FHWA) manual Highways in the River Environment - Floodplains, Extreme Events, Risk, and Resilience provides technical guidance to assist transportation agencies in assessing vulnerabilities of assets and facilities to climate change and extreme events occurring in riverine environments. It includes new information on how to account for changing precipitation conditions including more frequent and extreme weather events that may affect transportation infrastructure and drainage systems in riverine environments, consisting of rivers and streams, lakes, wetlands, and other natural features conveying water.

The U. S. Department of Transportation's Coupled Model Intercomparison Project (CMIP) Climate Data Processing Tool provides readily available downscaled climate data in a format that is relevant and useful for transportation planners at a local level. The tool, which is in Excel format, processes raw climate model output to produce projections that are meaningful for transportation planners to consider design or operational changes needed to create transportation infrastructure and services that are more resilient to climate change impacts.

2016 - 2017
In spring 2016, the Federal Highway Administration launched the "Green Infrastructure Techniques for Coastal Highway Resilience" project to explore innovative ways that transportation agencies can use green infrastructure or nature-based solutions to make highways more resilient to coastal hazards, including storm surges and sea-level rise. Through the program, FHWA funded five pilot projects across different coastal states to evaluate different green infrastructure approaches and develop lessons-learned.

The New York State Energy Research and Development Authority (NYSERDA) has launched the New York Climate Change Science Clearinghouse - a website for climate-related information including flood maps, data on sea level and temperature changes, and other information to aid in planning for future extreme weather events. Developed by New York State in partnership with federal, university and public-private organizations, the Clearinghouse provides access to more than 1,000 maps, data sets, and documents that show the impacts of climate change on infrastructure, transportation, energy, water resources, ecosystems, agriculture and public health.

Tybee Island is a barrier island located 18 miles away from Savannah, Georgia - accessible only by a single causeway. The Tybee Island Sea-Level Rise Adaptation Plan identifies how more frequent coastal flooding and sea-level rise could impact low-lying infrastructure on the island; and provides a synthesis of the public engagement processes, technical research, and sea-level rise adaptation strategies. The City of Tybee Island partnered with Georgia Sea Grant, the University of Georgia, and Stetson University to develop this sea-level rise adaptation plan.

Spring 2016
The Washington State Department of Transportation (WSDOT) is reconstructing the Evergreen Point floating bridge, which runs over Lake Washington along State Route 520 (SR 520) near Seattle, to better accommodate varying winds and storms. The new design will be elevated, which will better protect drivers and the road from waves and storms, and the pontoons that allow the bridge to float will be designed to withstand higher winds. In its climate impacts vulnerability assessment, WSDOT has recognized that high winds could increase as a result of climate change and more extreme weather events.

The Connecticut Department of Transportation (CTDOT) is replacing the Norwalk River Railroad Bridge (Walk Bridge) to address the current structure’s vulnerability to climate hazards such as storm damage and heat. The 118-year old Walk Bridge already experiences frequent and costly service failures, including closure failures due to extreme heat. CTDOT expects that heat-related operational failures will increase as the number of high-heat days increase with climate change. The Walk Bridge is a “swing bridge” spanning the Norwalk River in the Southeast part of the state.
