California AB 2480: Source watersheds, financing

September 27, 2016

California Assembly Bill 2480 formally recognizes the state’s watersheds as water infrastructure. The law makes it possible to funnel infrastructure financing towards the restoration of five watersheds that feed Northern California’s primary reservoirs, along with the state’s traditional water infrastructure like dams, canals and levees. Watersheds - which include forests, meadows, streams and rivers - are cited for their significance as key water supply assets in the face of climate change.

California AB 2800: Climate change: infrastructure planning

September 26, 2016

The California legislature passed legislation (AB 2800) to ensure that the planning and design of state infrastructure projects consider future climate change impacts -- citing prolonged heat waves, extreme precipitation events, severe drought, increasing wildfires, and other potentially dangerous climate impacts on critical infrastructure.  Assembly Bill 2800 requires the California Natural Resources Agency to create a Climate-Safe Infrastructure Working Group, and for state agencies to take into account the current and future impacts of climate change when planning, designing, building, operating, maintaining, and investing in state infrastructure.

Identification and Engagement of Socially Vulnerable Populations in the USACE Decision Making Process

From the U. S. Army Corp of Engineers (USACE) Institute for Water Resources, this primer provides guidance on better identifying and engaging with individuals and groups of people who are more vulnerable to floods based on socioeconomic factors such as lack of access to education, adequate housing, economic resources, health care, and strong social networks. The report provides strategies, tools, and examples of how to work with these vulnerable populations, stressing how active community engagement can actually lead to better decision making around water resources.

We the People of Detroit Community Research Collective, Detroit, Michigan

August 2016

We the People of Detroit Community Research Collective (WPD CRC) is a collaboration among community activists, academics, researchers, and designers in Detroit, Michigan studying the impact of water insecurity, water policy, social equity, and health among local residents. The research process included (1) mapping the geographic impact of water policies on the city; (2) conducting a city-wide community survey to assess the health needs after a disaster; (3) a citizen science project to test the impact of water shutoffs on residential water quality; and (4) a story mapping project to support youth in telling individual and collective narratives about the impact of austerity on their community. The community based participatory research process has provided statistically significant data to demonstrate the impact of policy interventions on water insecurity and psychological distress among residents.  WPD CRC serves as an example of how community participatory research led by community-based organizations can effectively collect qualitative data from local communities and further apply to policy development.
