This report, developed by the United States Environmental Protection Agency (EPA), presents a guide for successfully implementing a Community-Based Public Private Partnership (CBP3) model for addressing stormwater pollution in communities in the Chesapeake Bay watershed. CBP3s are partnerships between a government and a private entity designed to leverage additional capacity and financing for delivery of infrastructure projects, while also increasing stakeholder engagement in project delivery.

In 2015, the Mid-South Regional Commission created the Mid-South Regional GreenPrint as a visioning document for the tri-state area of the greater Memphis region for the next 25 years. The plan envisions a regional network of green space, including connected parks and greenways, or Greenprint. The intention of the Greenprint plan is to address long-term housing and land use, resource conservation, environmental protection, accessibility, community health and wellness, transportation alternatives, economic development, neighborhood engagement, and social equity in the Greater Memphis Area.

Initiated by the American Society of Civil Engineers and the U. S. Environmental Protection Agency in 1996 and now led by the Water Research Foundation since 2004, the International Stormwater Best Management Practices (BMP) Database contains a growing collection of BMP studies with metadata on site conditions, design parameters, and stormwater monitoring results. The database features hundreds of BMP studies, performance analysis methods and results, tools for performance studies and reporting, monitoring guidance, and other study-related publications.

Chicago’s zoning code awards a Floor-Area Ratio (FAR) bonus for green roofs that cover more than 50 percent of the roof area. The FAR is available for buildings in downtown mixed-use districts. This type of incentive does not cost the municipality any additional money beyond a small amount of staff time to assess the plans and grant the FAR bonus. For new buildings, developers can make more money by being able to build more square footage on the same plot, and the city gets more square footage of green roofs without large expense.

The neighborhood of City Heights is centrally located in the San Diego, California metropolitan area. This Urban Greening Plan establishes a system of Green Streets within City Heights based on surrounding land use, traffic intensity, and function of the streets. The plan provides recommendations on how to successfully implement and maintain these Green Streets, and how to improve and protect the public spaces and resources found in the community. It integrates urban forestry through enhancements to the public right-of-way that include a street tree plan and landscape treatments, as well as bicycle and pedestrian facility improvements to increase active transportation, reduce the urban heat island effect and promote a healthy environment.

In 2014, the District of Columbia Department of Transportation (DDOT) released design requirement standards for Green Infrastructure (GI) design, construction and maintenance in the public right-of-way. The intent is to provide stormwater retention to meet the regulatory requirements, along with the infrastructure requirements within the public right-of-way. The standards were developed for Low Impact Development techniques including bio-retention, permeable pavement, and street tree space design.

This case study analyzes the Green Infrastructure Plan released by Lancaster, Pennsylvania in 2011 and estimates quantified benefits for the Plan over a 25-year scenario.The study finds that green infrastructure provides $2.8 million in energy, air quality, and climate related benefits annually, reduced gray infrastructure capital costs by $120 million, and reduced wastewater pumping and treatment costs by $661,000 a year, easily exceeding the costs of implementing green infrastructure.
