Synthesis and Assessment Product (SAP) 4.1: Coastal Sensitivity to Sea-Level Rise: A Focus on the Mid-Atlantic Region

January 2009

This report is one in a series of 21 Synthesis and Assessment Products (SAPs) produced between 2004 and 2009 by the U. S. Climate Change Science Program, aimed at providing current assessments of climate change science in the U. S. to inform public debate, policy, and operational decisions. The U. S. Environmental Protection Agency (EPA), in collaboration with the U. S. Geological Survey (USGS) and the National Oceanic and Atmospheric Administration (NOAA), collaborated on this report that discusses the impacts of sea-level rise on the physical characteristics of the coast, on coastal communities, and the habitats that depend on them in Mid-Atlantic coastal environments.

Climate Ready Estuaries 2009 Progress Report

This report details progress made in the Climate Ready Estuaries (CRE) program from its inception, in 2008, through 2009. CRE, in partnership with the National Estuaries Program (NEP), is helping estuaries assess their vulnerability to climate change impacts, engage stakeholders and develop monitoring and adaptation plans. Together with the 2010 CRE Progress Report, these reports provide a summary on the design and accomplishments of CRE to date, as well as next steps.

Rising Waters: Helping Hudson River Communities Adapt to Climate Change Scenario Planning 2010-2030, Final Report

The Rising Waters project aims to strengthen the preparedness and adaptive capacity of the Hudson River Estuary Watershed to meet the impacts of future climate change. To help local communities of the Hudson Valley to prepare for climate impacts, the Rising Waters project used scenario planning methodologies to educate participants on important aspects of complicated problems and build a shared conceptual framework for dialogue leading to potential solutions. The report overviews the key climate risks for the region, and describes the multi-stakeholder convening process, scenario planning, and resiliency framework development.

Elevated Ventilation Grates for New York City’s Subway System

2009

New York City’s Metropolitan Transit Authority (MTA) installed raised ventilation grates at 25 different locations throughout the city in order to reduce flooding of their subway system. Similar strategies could be used for underground highway assets, such as tunnels, where ventilation systems are at risk of flooding.

Climate change exposures, chronic diseases and mental health in urban populations: a threat to health security, particularly for the poor and disadvantaged

2009

This report summarizes climate change trends, both globally and in selected urban areas. It analyzes the ways in which changes in climate variables such as air temperature, precipitation, and sea-level rise can impact or exacerbate chronic diseases and mental health issues in populations via pathways such as increases in heat exposure, extreme weather events and air pollution levels.   Chapter 7 is devoted to heat exposure, highlighting temperature trends from 1980 to 2007 in 11 global cities, including Atlanta, and relating the exposures in both low and high-income countries to work productivity to show the causal link to climate change.

Mapping Urban Risk: Flood Hazards, Race, and Environmental Justice in New York

January 1, 2009

This paper applies a more nuanced method for mapping population data to estimate the number of people potentially impacted by flood hazards in New York City.  The authors find that the number of people living in the floodplain in New York City is undercounted by traditional mapping methods by 37-72% compared to their method, and that this undercounting was not evenly spread across racial and ethnic groups. The paper also provides a literature review that outlines: why and how various groups of people may be impacted differently by the same disaster event, a review of environmental justice more broadly, and an overview of flood hazards in the U.

Restructuring Federal Climate Research to Meet the Challenges of Climate Change

2009

The Committee on Strategic Advice on the U. S. Climate Change Science Program and National Research Council published this book acknowledging that policy decisions are already being made to limit or adapt to climate change and its impacts, but recognizing there is a need for greater integration between science and decision making.   This book proposes six priorities for restructuring the United States Climate Change Research Program to develop a more robust knowledge base and support informed responses.

City of Seattle, Washington Stormwater Code

2009

The City of Seattle, Washington’s stormwater regulations are implemented in order to improve stormwater management for new development in Seattle, including on-site stormwater management. Seattle’s Stormwater Code imposes retention requirements on residential properties.   These requirements vary according to several factors, including the type of sewer system or water body to which the site discharges and the size of the land disturbance or impervious surface on that site.   For example, if a parcel discharges into small lake basins and its total new-plus-replaced impervious surface is 2000 square feet or more, it must manage stormwater from a 25-year rainfall event (a storm that has a 4% chance of occurring in any given year).

Implications of 21st Century Climate Change for the Hydrology of Washington State

2009

This report is part 1 of Chapter 3 of the Washington Climate Change Impacts Assessment (see separate entry), focusing on water resource impacts for the state. Parts 2 and 3 of this chapter focus on the Puget Sound and the Yakima River Basin respectively. Based on results from 39 global simulations performed for the Fourth Assessment Report of the Intergovernmental Panel on Climate Change (IPCC AR4) projections, this report presents downscaled model findings and the implications on the hydrology of the Pacific Northwest.
