EPA Community Change Equitable Resilience Technical Assistance Program

The Community Change Grant Equitable Resilience technical assistance program, an initiative spearheaded by the U.S. the Environmental Protection Agency, will provide free assistance to entities applying for Community Change Grants. EPA plans to offer this technical assistance to up to 50 Community Change Grants applicants. The program will provide free project development assistance, community engagement, and partnership development workshops. 

This technical assistance program is intended for climate resilience projects, such as projects that create or expand green infrastructure, retrofit community buildings, and address extreme heat and floods. The project must be located in a disaster-prone area and benefit a disadvantaged community. To determine whether the project will benefit a disadvantaged community, applicants are instructed to refer to the IRA Disadvantaged Communities Map. 

Once participants are finalized, the technical assistance process will take approximately 4 to 5 months. The process begins with an initial call to identify challenges, interests, and strategies, followed by a 1-day site visit, six weeks of design and community engagement work, and a 1-day on-site design workshop. By the end of the process, the applicant will have a final set of design options, a preliminary budget, and a project summary that can be used to apply for a Community Change Grant. The applicant is also provided with additional support as needed if concerns arise during the grant application process.
