San Diego County Multi-Jurisdictional Hazard Mitigation Plan 2017
October 2017
San Diego County, California updated its local hazard mitigation plan in 2017 to include climate change as an "emerging hazard. " Climate change is not treated as a focal hazard in and of itself in San Diego County’s plan, but as a contributing factor that could affect the location, extent, probability, and magnitude of other hazards. This risk assessment considers climate change as a threat multiplier for extreme heat, coastal storms/erosion, wildfire, flooding, and drought/water supply.

Coast Resilience Solutions for East Boston and Charlestown, Massachusetts
October 2017
East Boston and Charlestown, Massachusetts are coastal communities that face significant vulnerability to sea-level rise and coastal flooding. Created with the support of the Commonwealth of Massachusetts and the Barr Foundation, this report describes local climate risks, and provides short- and long-term resilience strategies for these areas. This is the first neighborhood coastal resilience plan to be implemented from the Climate Ready Boston plan and initiative.

Cambridge, Massachusetts Flood Viewer
2017
The Cambridge FloodViewer is an interactive mapping tool developed by the City of Cambridge, Massachusetts to help the Cambridge community visualize flood scenarios, assess flood risk in a given area, and prepare for climate impacts associated with sea level rise and storm surge. The tool allows users to explore flooding impacts from the community level to the parcel level, and to what extent inundation is projected to occur.

Planning for Equity in Parks with Green Infrastructure
October 2017
From the Natural Recreation and Park Association, this report summarizes research on the social and health outcomes related to the implementation of green infrastructure and parks in traditionally underserved communities. Findings suggest that while green infrastructure and green space can buffer climate impacts, they also enhance social equity by building social capital, improving health outcomes, and increasing economic opportunities.

Holistically Analyzing the Benefits of Green Infrastructure - Guidance for Local Governments
October 2017
The University of Maryland’s Environmental Finance Center developed this document for smaller, local governments with municipal separate storm sewer systems (MS4) to evaluate the co-benefits of implementing green infrastructure (GI) in response to stormwater regulations. The report includes a discussion of measurement and valuation of GI benefits, and recommends using the triple-bottom-line framework (environmental, social, economic) to assess the value of GI. Green infrastructure offers many benefits to climate adaptation and resilience which are detailed in this report, such as flood mitigation, water supply augmentation, heat island mitigation, and public health benefits.

Landmark at Risk: Protecting the Historic Seaport of Annapolis, Maryland
October 2017
Utilizing GIS tools to overlay flood risk maps with Annapolis’ many historical sites, the interactive web-based resource help users to understand the threat to their community through images and story mapping. Spurred by the state’s 2008 Climate Action Plan, which assessed what approach (protecting, retreating, or abandoning) was most appropriate for coastal communities threatened by sea level rise, this tool brings together experts in planning, architecture, engineering, and historic preservation.

Green Infrastructure Techniques for Resilience of the Oregon Coast Highway
October 2017
The Oregon Department of Transportation (ODOT) green infrastructure solutions for resilience documented in this report are the result of a Federal Highway Administration (FHWA) sponsored pilot project. ODOT analyzed how green infrastructure can help protect the Oregon Coast Highway (US 101) from the impacts of extreme storms and coastal bluff erosion. Through this study ODOT explored the use of nature-based design solutions to protect coastal transportation infrastructure from these climate enhanced impacts.

Piedras Blancas Highway 1 Realignment - Caltrans/San Luis Obispo
2017
The California Department of Transportation (Caltrans) realigned a 2. 8 mile section of iconic Highway 1 to address current and anticipated impacts from coastal erosion and storm surge. This section of Highway 1, which is north of the Piedras Blancas Lighthouse in San Luis Obispo County, was already experiencing increased storm damage from flooding and erosion, with these impacts projected to increase with rising sea levels and higher storm surge caused by climate change. Realigning the highway away from the coast reduces its vulnerability to current damage as well as to future climate impacts and is anticipated to protect the highway from bluff retreat beyond the year 2100.

A Guide for Public-Sector Resilience Bond Sponsorship
September 2017
With this guidance, re.Focus aims to support the alignment of public-sector disaster risk reduction measures with private insurance through the use of Resilience Bonds. The report highlights several reasons why governments at all levels and public interest entities (like water and electric utilities, ports, and transit systems) should consider Resilience Bonds as part of a broad strategy to build both physical and financial resilience - and illustrates how to do so.
