Climate Change and Water Management in South Florida

Developed by the Interdepartmental Climate Change Group of the South Florida Water Management District, this paper provides a high-level foundation for future discussions of the effects of global climate on water management planning and operations in South Florida. It focuses on the global concepts of climate change at the local level by providing an overview of how it may affect South Florida’s resources and the mission responsibilities of the South Florida Water Management District. The paper includes an initial vulnerability analysis of the potential impacts of climate change and sea level rise on water supply, flood control, coastal ecosystems, and regional water management infrastructure.

State and Local Governments Plan for Development of Most Land Vulnerable to Rising Sea Level along the U.S. Atlantic Coast

Based on the analysis of planning data and current policies of 131 state and local land use plans from Massachusetts to Florida, the study identifies those coastal areas likely to be affected by rising water levels and classifies them based on the extent of development already in place and the potential for future development. The report explains that the existing extensive development on the Atlantic coast creates the need for coastal protective structures, which could negatively impact wetlands.

Climate Change and The Economy: Expected Impacts and Their Implications

A series of climate change impact studies was undertaken by researchers at universities around the U.S. to evaluate economic costs related to particular climate-sensitive resources. This publication assembles six of these studies, with a focus on water resources in New Mexico; forests in Tennessee, Idaho, Montana and Wyoming; infrastructure in Alaska; and coastlines in Florida, North Carolina and Texas.

Effects of Climate Change on Florida's Ocean and Coastal Resources

The Florida Oceans and Coastal Council prepared this report in 2009 to provide a foundation for future discussions of the effects of global climate change on Florida's ocean and coastal resources, and to inform Floridians about the current state of scientific knowledge regarding climate change. The report provides a high-level overview of the impacts to infrastructure, human health and the economy, as well as key drivers such as increasing air temperatures, warming ocean temperatures, and sea level rise.

This report is one of seven sector-specific chapters from the United States Global Change Research Program's comprehensive 2009 National Climate Assessment, "Global Climate Change Impacts in the U. S. " The 'Energy Supply and Use' chapter synthesizes current and projected impacts from climate change to the energy sector in the U. S. The chapter points out that in addition to its role as a primary cause of global warming, the energy sector will be significantly affected by the impacts of rising temperatures.

Ask the Climate Question: Adapting to Climate Change Impacts in Urban Regions

This report highlights the innovative measures local governments are implementing to adapt to the impacts of climate change. Developed by the Center for Clean Air Policy's (CCAP) Urban Leaders Adaptation Initiative, the report offers best practices for how cities and counties throughout the country should be thinking about the actions and strategies that can reduce their communities' vulnerability to the dangers of a changing climate. Additionally, guidance recommendations for the planning process are synthesized, as are recommendations for the federal government to support local adaptation efforts.

Integrative Collaboration on Climate and Energy (ICCE)
Launched by Florida Atlantic University (FAU) in the spring of 2009, ICCE is a cross-university program creating relevant linkages across disciplines to advance basic and applied climate change research. With FAU as the lead institution, ICCE includes more than 80 faculty members in a multitude of climate change-related disciplines. Other University collaborators include University of South Florida, Florida Gulf Coast University, and Columbia University.

Gulf Coast Governors' Action Plan II: For Healthy and Resilient Coasts (2009-2014)

The Gulf of Mexico Alliance, a network of federal agencies and Gulf Coast state agencies, resource managers and planners, prepared this 5-year regional plan for action that addresses several climate related issues facing the Gulf. The plan addresses four distinct challenges: 1) the need to maintain healthy Gulf Coast economies while using coastal resources sustainably; 2) the imperative of improving the health of Gulf ecosystems; 3) adapting to sea-level rise; and 4) mitigating the effects of decreased water quality.

Florida's Energy and Climate Change Action Plan

This action plan was developed by the Governor's Action Team on Energy and Climate Change in October 2008. The plan contains 50 separate policy recommendations for mitigation and adaptation, and is part of the Phase 2 deliverables required under Executive Order 07-128. Chapter 8 of the plan provides an overview of current and projected impacts, as well as a planning framework for adaptation developed by the Adaptation Technical Working Group (TWG). The chapter also recommends early action items for policymakers to consider in the following areas: Research, Comprehensive Planning, Protection of Ecosystems and Biodiversity, Water Resources Management, Built Environment, Infrastructure and Community Protection, and Public Education and Outreach.
