CA Executive Order B-37-16: Making Water Conservation a California Way of Life

B-37-16 “Making Water Conservation a California Way of Life” is an executive order that builds on temporary statewide emergency water restrictions set forth by Governor Brown and the State Water Resources Control Board in 2015, to establish longer-term water conservation measures for California. In response to the extreme and persistent drought conditions along with warmer weather and reduced snowpack expected for the state, the 2016 executive order directs permanent changes to: use water more wisely, eliminate water waste, strengthen local drought resistance, and improve agricultural water use efficiency and drought planning.

Satellite Beach, Florida: Ordinance No. 1113: Adaptation Action Areas and Community Engagement

In May 2016, the City Council of Satellite Beach in Brevard County, Florida approved Ordinance 1113, amending the Infrastructure, Coastal Management and Conservation, Intergovernmental Coordination, and Capital Improvements sections of the town’s Comprehensive Plan to adopt Adaptation Action Areas and a shared planning horizon and sea-level curve for city projects.

Memorandum for Executive Departments and Agencies: Strengthening Climate Adaptation Planning in Fiscal Year 2016 and Beyond

This memorandum was administered by Shaun Donovan, the Director of the White House Office of Management and Budget (OMB); and Christy Goldfuss, the Managing Director of the Council on Environmental Quality (CEQ). The purpose of this memorandum is to provide guidance on the process for strategically strengthening Federal agency climate adaptation planning through annual, in-person progress reviews, which began in 2016. The progress reviews established by this memorandum aim to “maintain the Federal Government's focus on planning for the effects of climate change on agency missions, programs, and responsibilities, and continually improving Agency Climate Adaptation Plans as new information, data, tools, and policies are developed.

Los Angeles Clean Up Green Up Ordinance
April, 2016
In April 2016, the Los Angeles City Council unanimously passed a groundbreaking ordinance to address environmental justice concerns within three distinct neighborhoods: Boyle Heights, Pacoima-Sun Valley, and Wilmington. For decades, these three communities – comprised primarily of low-income, Latinx individuals and families – suffered a wide range of health effects, due mostly to the high concentration of polluting industrial sites within their neighborhoods. To address these inequalities, LA City Council passed and implemented the Clean Up Green Up Ordinance with a three-pronged goal in mind: (1) to reduce pollution in the most toxic, hotspot areas; (2) to prevent additional pollution; and (3) to revitalize these neighborhoods through supporting local businesses and economic development.

Laurel, Maryland: Code Article IV. - Floodplain Management

The City of Laurel, Maryland, adopted Article IV of their Unified Land Development Code on April 25, 2016. Article IV, Floodplain Management, outlines building and structure regulations in the floodplain, including elevating critical facilities to the 0.2-percent chance flood level and enhancing flood protection setback standards.

Virginia Shoreline Resiliency Fund

In 2016, the Commonwealth of Virginia established the Virginia Shoreline Resiliency Fund (Virginia Code § 10. 1-603. 25), a revolving loan fund for local governments to "help residents and businesses that are subject to recurrent flooding as confirmed by a locality-certified floodplain manager. " The fund is administered by the Virginia Department of Emergency Management. This Fund was amended and supplanted in 2020 by a broader version of the law, the Virginia Community Flood Preparedness Fund.

A Primer on Disaster and Emergency Appropriations

This issue brief from the Heritage Foundation explains three classifications of disaster and emergency spending including “regular appropriations,” “disaster designated appropriations,” and “emergency supplemental appropriations. ” The paper argues that most events should be funded through regular appropriations. Additionally, Congress should establish higher thresholds for disasters so that funding is reserved for major events. This document does not directly address climate adaptation, but this resource is included in the Clearinghouse because disaster policy will be critical to the nation's ability to respond to climate change since climate will increase the frequency and intensity of extreme weather events and is likely to increase disaster costs.
