Zurich Insurance Company used its Post-Event Review Capability (PERC) methodology to analyze major flood events in terms of disaster risk management. PERC studies were conducted on 12 flooding disasters worldwide between 2013 and 2018 including floods in Boulder, CO in 2013; Columbia and Charleston, South Carolina, 2015; and Houston in 2017. The report describes the various steps of the disaster risk management cycle, as well as the challenges and focal strategies for risk managers in preparing for and responding to disasters.

The Minnesota Pollution Control Agency (MPCA) is working with the organization paleBLUEdot and other agencies to provide assessment services and funding for 23 cities throughout Minnesota to identify climate-vulnerable populations, resilience indicators, and strategies to reduce climate risks. The report includes a climate adaptation Goals for local communities across Minnesota, as well as a comprehensive list of adaptation strategies. The project initiates the development of adaptation implementation plans for these communities to conserve resources, prioritize cost and benefit balanced strategies, and protect the most vulnerable populations from climate change impacts.

One New York: The Plan for a Strong and Just City (OneNYC), is the City’s strategic plan for population growth, sustainability, equity, and climate resilience. In 2015, New York City committed to becoming the most sustainable big city in the world, and a global leader in mitigating and adapting to climate change with this plan. The 2018 Progress Report details many achievements across all categories of OneNYC in the last three years, including a number of projects and strategies aimed at climate resilience.

The Climate Resilience Action Plan for Austin, Texas provides an assessment of extreme weather impacts to City-owned assets and operations, and outlines strategies for the City of Austin’s long-range planning in response to current and projected climate change. This report describes an initiative of the Urban Sustainability Directors Network (USDN) to encourage the creation of Resilience Hubs, which are defined as community-serving facilities meant to both support residents and coordinate resource distribution and services before, during or after a natural hazard event. While these are primarily meant to address vulnerability and risk, this report explains how Resilience Hubs can also help reduce greenhouse gas emissions and support social equity. The report draws on lessons from Washington, DC, and Baltimore, Maryland, two cities that are actively exploring the Resilience Hub concept.

The City of Los Angeles, California - in partnership with The Rockefeller Foundation’s 100 Resilient Cities (100RC) - released its first citywide Resilience Strategy. The plan describes nearly 100 adaptive actions for extreme events, disaster preparedness and resilient infrastructure, as well as pervasive issues such as social inequities, and climate change. Los Angeles Mayor Garcetti signed an executive directive in conjunction with the Strategy, that requires City departments to appoint Chief Resilience Officers, who will play a significant role in furthering the implementation of the 100 RC strategy.

California’s Adaptation Clearinghouse has been developed by the Governor’s Office of Planning and Research (OPR) in response to CA’s 2015 Senate Bill 246 - which directed OPR to form the Integrated Climate Adaptation and Resiliency Program. One main component of the Program is the State Adaptation Clearinghouse, which serves as a “centralized source of information and resources to assist decision makers at the state, tribal, regional, and local levels when planning for and implementing climate adaptation projects to promote resiliency across California.
