Beginning in 2007, the Norwegian Public Roads Administration (NPRA) conducted a major research and development project to evaluate the impacts of climate change on Norwegian roads and recommend adaptation measures to be incorporated into road design, construction, operation, and maintenance and help ensure safety and accessibility of roads in a changing climate. The project, entitled “Climate and Transport,” has resulted in revised guidelines and specifications, to better plan and design for increasing risk related to flooding and sea-level rise.

These monthly webcasts highlight EPA resources available to local governments and present examples of successful climate and energy programs and policies implemented locally. The District of Columbia has initiated a climate change adaptation assessment to examine current and projected risks from severe weather and to develop a resilience plan to sustain and enhance the District’s economy and quality of life. On March 14, 2013, the District Department of Environment (DDOE), the District Office of Planning (OP), and the Center for Clean Air Policy (CCAP) held a workshop to gather input to help shape future preparation efforts to ensure they reflect stakeholder knowledge, experience and priorities.

As part of President Obama's National Policy for the Stewardship of the Ocean, Our Coasts, and the Great Lakes (or the National Ocean Policy), the National Ocean Council (NOC) released National Ocean Policy Implementation Plan in April 2013. The Plan describes specific actions Federal agencies will take to address key ocean challenges, give states and communities greater input in Federal decisions, streamline Federal operations, save taxpayer dollars, and promote economic growth.

New York City’s Learning Collaborative for Multifamily Housing Resilience demonstrates how cities can partner with community development stakeholders to conduct vulnerability assessments that enhance the resilience of low-income communities to climate disasters. In the aftermath of Hurricane Sandy in 2012, approximately 20% of the city’s public housing stock was damaged by flood waters, due in part to the placement of high concentrations of subsidized developments in surge-affected areas.

From the U. S. Federal Emergency Management Agency (FEMA), the Local Mitigation Planning Handbook is the official guide for local governments to develop, update and implement local mitigation plans. While the requirements under §201. 6 have not changed, the Handbook provides guidance to local governments on developing or updating hazard mitigation plans to meet the requirements under the Code of Federal Regulations (CFR) Title 44 – Emergency Management and Assistance §201. 6, Local Mitigation Plans for FEMA approval and eligibility to apply for FEMA Hazard Mitigation Assistance grant programs.

The City of Waveland, Mississippi developed its Local Hazard Mitigation Plan (LHMP) in 2013 to update its 2007 plan, document the city’s hazard mitigation planning process, and identify relevant vulnerabilities and strategies to increase resiliency. The 2013 LHMP added climate change as a new hazard not previously addressed, as well as several other climate-related hazards such as coastal erosion, drought, extreme heat, and flooding. The LHMP assesses Waveland’s vulnerability to the hazards identified, as well as its hazard mitigation capabilities, and identifies evacuation planning as a high priority action item in light of the vulnerabilities identified.

The Arizona Department of Transportation’s (ADOT) Preliminary Study of Climate Adaptation for the Statewide Transportation System in Arizona is intended to provide a preliminary assessment of climate impacts on ADOT infrastructure and a framework for how ADOT can begin to incorporate adaptation into transportation decision-making. The study methodology included mapping ADOT decision-makers; completing a literature review of climate science for the region and adaptation best practices for the Southwest; and conducting online and focus group surveys.
