The North Carolina Interagency Leadership Team (ILT) - a group of 11 state and federal agencies - developed this coordinated climate adaptation strategy providing a framework for planning an integrated climate adaptation response for North Carolina. The report discusses how the state can proactively prepare for projected impacts of climate variability and weather extremes, with the emphasis on practical, economically feasible options that can be undertaken by state agencies, working with willing partners at local, regional, and federal levels.

The World Bank produced this framework for conducting climate risk assessments to help cities plan for the impacts of climate change and natural disasters. The framework is intended for city decision makers, urban practitioners, and is fitting for use by public, private, and non-governmental entities. It is adaptable to cities of differing financial statuses, population size, hazard and institutional capacities.

This Sea Level Rise Vulnerability Assessment describes and quantifies impacts of sea-level rise (SLR) on 79 resources in Delaware, including transportation resources. The Assessment discusses projections of SLR for Delaware, defines the method used to determine potential vulnerability to SLR, and provides analysis of each resource category. Among these resources, the Assessment addresses Delaware’s transportation infrastructure, including railroad lines, roads and bridges, and the Port of Wilmington.

Connecticut’s Public Act 12-148, ‘An Act Enhancing Emergency Preparedness and Response,’ was signed into law by Governor Malloy in July 2012 to improve the ability of the state, municipalities, and utility companies to better prepare for natural disasters and other emergencies. The legislation is designed to strengthen infrastructure, bolster local preparedness training, improve communication between state and local leaders, and to hold utilities accountable for preparedness planning. Public Act 12-148 will help improve emergency preparedness for natural disasters and intense weather events by:
- Establishing standards for the utility, telecommunication, and cable companies during emergency events and establishing penalties in the event the companies do not meet these standards;
- Requiring utility companies, telecommunication companies, and Voice Over Internet Protocol (VOIP) Service Providers to submit emergency plans for restoring service;
- Creating a microgrid pilot program to be administered by the Department of Energy and Environmental Protection;
- Studying the feasibility of requiring backup power for telecommunications towers and antennas;
- Encouraging the coordination of underground infrastructure projects; and
- Requiring the development of procedures to expedite the process of road-clearing following an emergency.

This white paper from the California Energy Commission's California Climate Change Center, examines five case studies from the San Francisco Bay region (Hayward, San Francisco, Santa Clara and Marin Counties, and the regional adaptation process) to identify the ongoing adaptation processes, the climate adaptation barriers encountered by local government entities, and further develop a diagnostic framework for managing these barriers. Relevant data were collected through key informant interviews, public documents, observation of and/or participation in public meetings, and a statewide survey.

The Minnesota Department of Health (MDH)’s Extreme Heat Toolkit offers information, tools, and resources to local governments and public health professionals about preparing for and responding to extreme heat events. The toolkit focuses on Minnesota examples and processes and describes practical, implementable steps and strategies to prevent morbidity and mortality from extreme heat at the local level. The toolkit also provides several appendices, including a generic heat response plan that can be tailored to meet the needs of a specific location.

This report from the Center for Climate and Energy Solutions (C2ES) reviews observed and projected changes for the Gulf Coast regional climate hazards, as well as potential impacts and adaptation options. It specifically details the impacts from sea level rise, wetland loss and hurricanes, and further examines the risks that climate change poses to the region’s energy and fishing industries. The report concludes that climate impacts are already occurring across these sectors, and outlines adaptation measures that can be implemented, while reducing the region’s vulnerability and the costs associated with future impacts.
