San Francisco Public Utilities Commission (SFPUC) is implementing multiple green infrastructure projects based on their Urban Watershed Assessment, which will identify green and grey sewer infrastructure improvements over the next twenty years. The SFPUC recognizes that the sewer system, treating both sewage and stormwater runoff, was not built to withstand the impacts of climate change - such as intense rainstorms that overwhelm the system. The watershed-based planning process is being used to help plan the City’s Sewer System Improvement Program (SSIP), a multi-billion dollar project to to upgrade aging infrastructure, and ensure the reliability and performance of the sewer system.

In January 2016, the U.S. Department of Housing and Urban Development (HUD) awarded the City of Minot, North Dakota $74.3 million through its National Disaster Resilience Competition (NDRC) to implement several projects to improve the city’s resilience to flooding from the Souris River. In June 2011, Minot experienced a catastrophic flood. The flood, in combination with a “boom-bust” oil economy and lack of affordable housing, motivated the city to envision a more resilient future for its residents, economy, and environment. Among its winning projects, the city will implement a voluntary buyout program for homes most vulnerable to flooding along the Souris River and make resilient, affordable housing investments in higher, upland “Resilient Neighborhoods” located outside of the city’s floodplain to relocate homeowners and renters. Minot’s unique “buyouts for buy-in” model will help to preserve the city’s tax base and community cohesion. The city will also undertake projects to restore the floodplain, preserve open space, create recreational greenways, and provide resilient city hubs that offer economic job development and other services. Local policymakers and planners can consider the Minot example to equitably relocate people and development out of vulnerable flood or coastal areas to safer, higher ground as a part of comprehensive managed retreat strategies.

Wetlands Watch, Hampton University, and Old Dominion University collaborated to develop flooding resiliency designs for Chesterfield Heights, a neighborhood in Norfolk, VA. The Norfolk region has been named the 10th most at risk from sea level rise of the world’s port cities by the Organization for Economic Cooperation and Development. This design proposal emphasizes adaptation solutions that protect the region’s coastal ecosystems, as well as conducting flooding and sea level rise adaptation at the street and parcel level.

The Trust for Public Land Climate-Smart Cities program helps cities nationwide plan for and implement strategies to slow climate change and reduce its impacts, by assisting cities to create public parks and to conserve land. Since 1972, the Trust for Public Land has protected more than 3.3 million acres and completed more than 5,400 park and conservation projects.

The New Jersey Department of Environmental Protection’s Coastal Management Program developed the Resilient Coastal Communities Initiative (RCCI) to provide New Jersey’s coastal communities with climate impact assessments, adaptation planning assistance and technical support. The RCCI created a standardized vulnerability assessment tool as well as a self-assessment for municipalities to connect preparedness and planning to adaptation opportunities. The RCCI also provides policy, regulatory, and management recommendations for building resilience.

New York City’s Green Infrastructure Program is a multi-agency effort led by the Department of Environmental Protection (DEP). The NYC DEP offers a green infrastructure grant program for private property owners in combined sewer areas of New York City. The program provides funding for green infrastructure projects that manage the first inch of rainfall, including blue roofs, rain gardens, green roofs, porous pavement and rainwater harvesting. Private property owners in combined sewer areas are eligible for the grants of up to $5 million.

In 2014, Pennsylvania was awarded $1. 5 million from the Disaster Relief Appropriations Act to help stabilize or repair historic properties damaged by Hurricane Sandy, and undertake disaster-related planning initiatives. The funding enabled the Pennsylvania State Historic Preservation Office to assist select counties and the City of Philadelphia with prioritizing their communities’ historic properties and build protective measures into hazard mitigation plans for historic property considerations.

Delaware’s Green Infrastructure Primer, released in 2016, provides an overview of nature-based approaches that can mitigate stormwater runoff, flooding, erosion, and water and air pollution. The primer provides an introduction to green infrastructure, fact sheets regarding eight green infrastructure practices, three case studies showing examples of green infrastructure being used in Delaware, a discussion of larger-landscape-scale green infrastructure efforts, and suggested resources for more information.

The San Francisco Bay Conservation and Development Commission (BCDC) Adapting to Rising Tides (ART) program is focused on helping shoreline communities in the San Francisco Bay area, spanning 10 California counties, to plan for sea-level rise and other climate impacts. Since 2010, the ART Program leads and supports multi-sector, cross-jurisdictional projects that build local and regional capacity in the SF Bay Area to plan for and implement adaptation responses. ART evaluates potential shoreline impacts, vulnerabilities, and risks; identifies effective adaptation strategies that will lead to stronger, more resilient shoreline communities; and develops adaptation planning tools and resources that are useful to communities throughout the Bay Area.

In December 2015, the Virginia Climate Change and Resiliency Update Commission issued its report and final recommendations to then Governor Terry McAuliffe. The report identifies the Commission's top five recommendations for climate action in the state, and includes recommendations for both preparing for climate impacts as well as reducing greenhouse gas emissions in Virginia.
