The Sabin Center for Climate Change Law has developed a set of model protocols for assessing the impacts of climate change on the built environment under the National Environmental Policy Act (NEPA) and similar state and local laws, including those for environmental impact assessments (EIAs). This paper summarizes the legal and empirical research used for the development of these protocols.

This report was developed to help Rhode Island local governments assess vulnerabilities to natural hazards, such as sea-level rise and coastal flooding, and prepare implementable coastal adaptation strategies. Strategies derived from this process can be included in local planning documents, and used to prioritize adaptation investments through local transportation and capital improvement programs. The stepwise approach described in the report was piloted in North Kingstown, Rhode Island, and is intended to provide a model for other municipalities in the state.

From the Center for Planning for Excellence (CPEX), “The View from the Coast” examines local perspectives and projects from across coastal Louisiana related to nonstructural flood risk reduction. The report discusses federal, state and local level decision making and policy implementation, while documenting community-level risk-reduction perspectives towards nonstructural efforts to build resiliency against coastal impacts such as recurrent flooding, sea level rise and storm surge.

The Rhode Island Shoreline Change Special Area Management Plan (Beach SAMP) is a partnership between state agencies and the University of Rhode Island to prepare for climate change in coastal communities. Developed by the Beach SAMP team, this catalog provides guidance to business owners to understand exposure to climate change and safeguard buildings from damage. Tips range from reinforcing roofs and raising utility structures, to installing flood gates and utilizing green infrastructure for stormwater management.

The District of Columbia Water and Sewer Authority (DC Water), the District of Columbia, the U. S. Department of Justice and the U. S. Environmental Protection Agency (EPA) have established an agreement which allows DC Water to pursue an integrated green/gray infrastructure approach to reduce combined sewer overflows into rivers and to capture rainwater. The agreement addresses water quality and supply issues in the Rock Creek and Potomac watersheds which traverse Maryland, Virginia, and the District.

Jointly convened by the Colorado Climate Network and the Colorado Municipal League, the Colorado Local Resilience Project was established to develop an agenda to help make Colorado communities more resilient to possible climate change impacts. The Project, comprised of 78 representatives of 30 local governments in Colorado and six other governmental and nonprofit entities active at the local level, released a report in April 2015 with climate resiliency recommendations aimed at local governments.

This report summarizes the outcomes of RE. invest, an 18-month predevelopment process with eight U. S. cities and teams of leading private sector design, engineering, law, and finance experts. The RE. invest Initiative focuses on infrastructure predevelopment - all of the activities that go into designing and planning large-scale infrastructure projects prior to construction. The framework is used to reimagine civic infrastructure systems to create both public value and private investment opportunities, especially for vulnerable communities.
