The Nature-Based Solutions Resource Guide 2. 0, released by the White House in December of 2023, aims to encourage implementation and awareness of nature-based solutions employed by federal agencies and partners. The Guide defines nature-based solutions as “actions to protect, sustainably manage, or restore natural or modified ecosystems to address societal challenges, simultaneously providing benefits for people and the environment. ” Nature-based solutions can be used to provide a wide range of benefits, such as supporting wildlife, reducing heat stress, reducing future disaster risk, and overcoming environmental injustices.

The Environmental and Climate Justice Community Change Grant program (Community Change Grants) funds community-driven projects that increase community climate resilience, reduce pollution, and strengthen communities. This grant operates under the framework of the broader Environmental and Climate Justice Program (ECJP), which was created by the Inflation Reduction Act and is now contained in Section 138 of the Clean Air Act (CAA), 42 U. S. C. § 7438. The ECJP allocates $2. 8 billion to the U.

September 23, 2021
On September 23, 2021, California signed a $15-billion climate-investment package that includes 24 bills dedicated to tackling the climate crisis and protecting frontline communities in California. The bills address clean energy, wildfires, droughts, community climate resilience, sustainable agriculture, extreme heat, and sea-level rise, among other topics. As Governor Gavin Newsom explained, the bills aim to address “the climate crisis head-on while protecting the hardest-hit communities” in California.

Miami-Dade County, Florida’s Million Trees Miami initiative aims to plant 1 million trees in lower-income communities with insufficient tree canopy in order to alleviate heat stress in the county. This initiative stems from the County’s 2006 Street Tree Master Plan, which set a goal to achieve 30% tree canopy in Miami-Dade by 2020. Neat Streets Miami, a multi-jurisdictional County Board, is working to implement this goal through the Million Trees Miami initiative. Through a 2016 Urban Tree Canopy Assessment, the County determined that lower-income areas, including predominantly African American and Hispanic neighborhoods, had significantly less tree canopy than their wealthier counterparts. As a result, the County is prioritizing tree planting in its most impoverished and low-canopy areas through initiatives such as the Street Tree Matching Grant. Increased tree canopy cover in communities provides many important adaptation benefits, including protection from flooding, urban heat island mitigation, and improved water and air quality.

In May of 2020, New York City (NYC)’s Mayor Bill de Blasio announced a COVID-19 Heat Wave Plan to keep vulnerable New Yorkers cool at home, create safer summer cooling options, and anticipate and reduce power outages. The plan addresses the higher risk for indoor summer heat exposure that vulnerable residents face while simultaneously trying to maintain social distancing in the context of a global pandemic. The $55 million plan directs the City to install 74,000 air conditioning units in the homes of residents who are 60 years of age or older, retrofit new spaces for emergency cooling centers, and better prepare for power outages. The plan lessens risk for vulnerable NYC residents of heat-related illnesses and death, as well as COVID exposure or infection. NYC recognizes the intrinsic connection with climate change, social equity, and COVID-19 recovery, and is committed to protecting the most vulnerable from climate impacts like extreme heat.

The Jade Greening Initiatives refer to two concurrent initiatives to plan and implement targeted tree planting and greening in the underserved Jade District of outer southeast Portland, Oregon. Residents in the district experience significant economic and health disparities due to historic public disinvestment, its location surrounded by major transportation corridors on all sides, and lack of tree canopy and accessible green space. With assistance from community-based organizations, community members and businesses worked together to set priorities for neighborhood development and greening. Collaboration, planning, and design of new greenspace were supported through the EPA's Greening America's Communities Program and the Oregon Solutions Program.

The Strong, Prosperous, And Resilient Communities Challenge (SPARCC) is an initiative of Enterprise Community Partners, the Federal Reserve Bank of San Francisco, the Low Income Investment Fund, and the Natural Resources Defense Council that supports equitable and resilient regional development policies and investments. SPARCC supports innovative, local efforts in six major cities throughout the country (Atlanta, Chicago, Denver, Los Angeles, Memphis, and the San Francisco Bay Area) to help change the way metropolitan regions grow, invest, build, and prepare for climate change.

The National Integrated Heat Health Information System (NIHHIS) Urban Heat Island Mapping Campaign provides technical and financial support to urban areas to help them identify neighborhoods at greatest risk from heat stress. NIHHIS is an integrated system that develops science-based products and services for urban areas to understand and reduce health risks related to extreme heat, which is likely to increase in frequency and severity in many urban areas as a result of climate change. Cities receive training, loaned equipment, and data processing and other technical support through the Mapping Campaign. Once complete, each participating city has detailed heat distribution data and maps, as well as a final report detailing the work and findings.

Massachusetts Governor Baker has authorized over $2. 4 billion in capital allocations for investments in adaptation to climate change, protecting environmental resources and green space across the state. H 4835 enables critical financing for the state and local level environmental and community resilience. The legislation expands and codifies commitments of Executive Order 569 to ensure climate change adaptation and resiliency continue to be prioritized, state agency climate change vulnerability assessments are ongoing, and the State Integrated Hazard Mitigation Plan and Climate Adaptation Plan are continuously updated and implemented.
