City of New York, New York

The City of New York continues to provide important leadership when it comes to planning for climate change. The city's adaptation plans and policies, regulations, and programs adopted to implement those plans are cataloged below.

The has adopted several plans to inform adaptation efforts citywide, at the neighborhood scale, and for specific neighborhoods and boroughs.  The City first released a plan to enhance sustainability and prepare for the impacts of climate change, PlaNYC 2030 - A Greener Greater New York, in 2007 and updated the plan in 2011.  The city's PlaNYC 2030 initiative – in particular - remains one of the most comprehensive planning processes on adaptation in the country.  In 2013, after Hurricane Sandy, the city adopted a comprehensive climate change adaptation plan to inform rebuilding and future development in the aftermath of Hurricane Sandy. The Stronger, More Resilient New York plan includes a comprehensive roadmap for enhancing the resilience of neighborhoods, infrastructure, and buildings citywide and at the neighborhood scale.  In 2015, the DeBlasio administration further refined the City's adaptation and resilience efforts by adopting the OneNYC Plan that laid out strategies for addressing income inequality, enhancing economic growth, and building resilience to extreme weather and climate change.

The City has also developed a number of plans related to specific sectors of the city economy, neighborhoods, and resources.  For example, in 2011, the City Planning Department adopted a comprehensive strategy for enhancing the resilience of the City's waterfront through the Vision 2020: New York City Comprehensive Waterfront Plan

The City has also taken concrete steps to implement these plans.  After Hurricane Sandy, the City updated its zoning code to ensure that damaged structures could be rebuilt to be more resilient to future impacts from sea-level rise and extreme storms. The City worked with FEMA to update the City’s floodplain maps and to include sea-level rise risk information on maps.  The City also developed design guidelines to help property owners retrofit different proto-typical buildings in the City for enhanced flood resilience. The City is also promoting the use of green infrastructure and green roofs to manage stormwater and to reduce urban heat islands.
