This report provides a methodology for assessing the impacts of sea-level rise (SLR) on Florida transportation infrastructure. The report analyzes the advantages and disadvantages of different methods of forecasting SLR in Florida and provides recommendations for how those methods should be used by the Florida Department of Transportation (FDOT). The report also provides recommendations for identifying vulnerable transportation assets and addressing potential impacts of SLR to those assets. After this methodology was developed, FDOT funded a subsequent project to develop a GIS-based planning tool that aids in statewide and regional assessments of transportation asset vulnerability to SLR.

The Climate Change Impact Assessment (Assessment) provides a preliminary analysis of the vulnerabilities posed by climate change to the surface transportation infrastructure system in the Pacific Northwest and Alaska region. The Assessment demonstrates a method that planners, engineers, and other agency decision makers can follow when assessing the impacts of climate change on surface transportation in their jurisdiction. The Assessment was conducted for the Region X Northwest Transportation Consortium for transportation policymakers and professionals in Alaska, Idaho, Oregon, and Washington.

The Climate Vulnerability Monitor (2nd Ed. ) measures the global impact of climate change and the carbon economy at a national level. It calculates and compares the vulnerability for 184 countries in four areas of impact (environmental disasters, habitat change, health impact and industry stress) using 34 climate and carbon related indicators. The report is the second to be issued by an ongoing international research program on climate-related vulnerability mandated to the independent humanitarian and development research organization, DARA.

This report assesses the anticipated impacts of climate change on transportation infrastructure in the Hampton Roads region, and is a demonstration of the approach utilized to do so. In this region of Virginia, climate impacts - such as sea level rise - are already underway in many of the low-lying communities. This area also is experiencing significant land subsidence (sinking), making it even more vulnerable to sea level rise and resulting floods than some other coastal locations. The region's proximity to the coast makes it particularly susceptible to tropical storms, hurricanes, and tornadoes that can result in turn.

The City of Toronto utilized a risk assessment tool to help evaluate the risk of climate impacts on the City’s culverts. The PIEVC Protocol, developed by the Canadian Public Infrastructure Engineering Vulnerability Committee (PIEVC), is a step-by-step protocol in which risk scoring systems incorporate climate modeling data to outline explicit procedures to help engineers design a particular structure to withstand current and future climatic conditions. Although this study evaluated only three Toronto culverts, the results can be used to assist Toronto in incorporating climate change adaptation into the design, development and management of all of its culverts - and could be applied in other municipalities as well.

Dallas/Fort Worth International Airport (DFW) has introduced maintenance and operations procedures for snow and ice removal in cases of unusual snow events that would limit the airport’s role as one of the world’s busiest airports. After experiencing a large snow and ice storm in 2011, DFW could not handle the snow-clearing needs to keep the airport operating at full capacity. The storm occurred right before the Super Bowl in 2011, halting the flow of thousands of visitors using the airport for travel and bringing attention to the need to better manage severe winter storms.

Using the Mid-Atlantic region as a case study, a University of Delaware team tested the real-world applicability of the Climate Change Adaptation Tool for Transportation (CCATT), a Microsoft Excel-based tool to help transportation agencies and MPOs assess climate impacts and evaluate adaptation options for transportation projects. The team applied the methodology behind the tool to evaluate the impacts of temperature, sea-level rise, and precipitation to the transportation infrastructure in New Castle County, DE, the focus area of the Wilmington Area Planning Council (WILMAPCO).

The City of Santa Cruz Climate Adaptation Plan identifies the infrastructure and resources most vulnerable to climate change impacts, including critical transportation infrastructure. The plan also presents climate adaptation action items ranked by priority based on risk to the community; the replacement of Santa Cruz’s Highway 1/Highway 9 Bridge was identified as a “very high priority” action item to address upstream flooding.

The Washington State Department of Transportation (WSDOT) has written this report in fulfillment of a grant from the Federal Highway Administration (FHWA) to test its conceptual climate risk assessment model developed for transportation infrastructure. WSDOT applied the model using scenario planning in a series of statewide workshops, using local experts, to create a qualitative assessment of climate vulnerability on its assets in each region and mode of transportation across Washington. This report conveys WSDOT’s feedback on the conceptual model and the lessons learned while applying the model to their assets.
