In August 2013, New Jersey Governor Chris Christie authorized $1. 28 billion in state financing for critical improvements to drinking water and wastewater infrastructure projects across the state under S2815. The funding includes $355 million that will protect and provide resiliency to infrastructure directly impacted by Superstorm Sandy. The bipartisan supported legislation establishes a three year program that could allocate up to $5 billion, not only to repair the plants, but also to harden them against future extreme weather events.

This US Environmental Protection Agency (EPA) funding program is designed to help states reduce nonpoint source pollution (pollution caused by rainfall running over the ground and carrying pollutants including trash, oil and grease, and fertilizers into nearby waterways). The program was authorized by Section 319 of the Clean Water Act which requires states to adopt a nonpoint source management program and assess nonpoint source pollution responsible for the water quality impairments. EPA provides funding to states under Section 319, and states can subgrants to local governments. EPA’s program guidance recognizes the “importance of green infrastructure … in managing stormwater” and supported awarding funding to green infrastructure projects.

The U. S. Environmental Protection Agency (EPA) administers the Indian Environmental General Assistance Program (GAP), providing non-competitive GAP grant funds to tribal governments and intertribal consortia to develop environmental protection programs. While acknowledging tribal sovereignty of their lands and resources, the grants support federally authorized EPA regulatory programs as established through joint EPA-Tribal Environmental Plans (ETEPs). Since 1992, GAP programs have primarily focused on remediation of air, water, and hazardous waste pollutants.

The U.S. Environmental Protection Agency’s (EPA) Urban Waters Program is a potential source of funding for green infrastructure and other resilience projects that highlight equity and environmental justice. The program offers small grants (up to $60,000) for water projects that encourage the growth of local business, promote public education, or otherwise create recreational, social, and employment opportunities in local communities. Since its inception in 2012 the program has provided $6.6 million in funding to 114 organizations across the U.S. and in Puerto Rico. Through this program, underserved communities can access healthy waters; helping grow local businesses and enhancing educational and social opportunities.

The U. S. Bureau of Reclamation WaterSMART (Sustain and Manage America's Resources for Tomorrow) program is working to achieve a sustainable water strategy to meet the Nation's water needs. WaterSMART allows all bureaus of the Department to work with States, Tribes, local governments, and non-governmental organizations to pursue a sustainable water supply for the Nation by establishing a framework to provide federal leadership and assistance on the efficient use of water, integrating water and energy policies to support the sustainable use of all natural resources, and coordinating the water conservation activities of the various Interior offices.

From the U. S. Department of Housing and Urban Development (HUD) Office of Economic Resilience, the Sustainable Communities Initiative (SCI) Provides grants to improve regional and local planning efforts that integrate housing and transportation decisions, and that support sustainable development. The Green Infrastructure and the Sustainable Communities Initiative report provides case studies of 30 local governments who have used U. S. HUD Sustainable Communities Regional Planning Grants or Community Challenge Planning Grants to fund green infrastructure programs.

Lenexa, Kansas funded a robust green infrastructure program - "Rain to Recreation" - by pairing the city's Storm Systems Development Charge (a 1/8 cent sales tax) and a capital development charge, along with available sources of local, state and federal funding. Combining multiple sources of funding enables Lenexa to have more long-term and sustainable funding for this program. The Rain to Recreation Program stormwater management approach integrates the community by creating recreational opportunities, while addressing flood control and water quality issues.

Washington D. C. ’s Department of Energy and Environment (DOEE) administers a variety of "RiverSmart" programs to fund projects that reduce stormwater runoff and water pollution. The programs provide financial incentives, in the form of grants and rebates, to fund green infrastructure projects that reduce and treat stormwater runoff from impervious surfaces. Although the RiverSmart program was developed to help the District address water pollution from stormwater runoff, it also supports climate resilience by diverting rainwater from the city’s stormwater system to manage increasingly heavy rainfall events.

American Rivers produced this report describing strategies for funding and financing green infrastructure investments in Pennsylvania. The report starts by describing how stormwater and impervious areas (like rooftops, pavements, and sidewalks) contribute to degraded water quality and how green infrastructure can be used to reduce stormwater overflow flooding by restoring, reintegrating, and replicating natural landscapes.
