This publication from EPA's Smart Growth Program examines climate resiliency planning and policy options for local governments in the metropolitan Washington area. The guide describes smart growth approaches that can reduce climate change-related risks to the land use, transportation, water, and buildings sectors. The report was developed as part of a technical assistance project that EPA conducted with the Metropolitan Washington Council of Governments.

The Greater New Orleans Urban Water Plan focuses on the improved management of storm water, surface waters and groundwater in New Orleans, Louisiana, in response to flooding, land subsidence and “wasted water assets. ” The primary area of focus is 155 miles of urban areas and 69 square miles of protected wetlands in Orleans, Jefferson and St. Bernard parishes. The plan discusses how climate change threatens to raise the frequency of extreme weather events, and rising sea levels. Considered along with land subsidence, residents and economic assets are at great risk - and pumping stormwater and keeping floodwaters out are both projected to become more difficult over time.

The City of Flint, Michigan built a comprehensive Master Plan in 2013 as a policy guide for long-range planning in operations, future development, and as a tool to transform Flint into “a more sustainable, innovative, accessible, and economically vibrant community. ” Imagine Flint is the City's first comprehensive Master Plan in over 50 years, and has a long range goal of 20 years for implementation. The plan incorporates numerous sustainability and climate change adaptation strategies. Flint’s Master Plan contains land use designations, policies, goals, and objectives that direct future growth and development, while considering future zoning, development regulations, and capital improvement investments.

The City of Baltimore Maryland’s Disaster Preparedness and Planning Project (DP3) was created by the Department of Planning as an effort to address existing hazards while simultaneously preparing for predicted hazards due to climate change. This project develops a program that integrates an All Hazards Mitigation Plan (AHMP), floodplain mapping, and climate adaptation planning. DP3 links research, outreach, and actions to create a comprehensive and new risk-preparedness system for addressing existing and future impacts.

In 2009, Governor Martin O’Malley and Maryland’s General Assembly charged the State with producing a Greenhouse Gas Reduction Plan that will reduce greenhouse gases 25 percent by the year 2020. The Maryland Commission on Climate Change developed the plan in 2013, and included a chapter dedicated to climate change adaptation in Maryland.

The City of Hoboken, New Jersey published its Green Infrastructure Strategic Plan in October 2013 to create a framework for city-wide green infrastructure investments as a mechanism for improving storm water management, controlling flooding, and preparing for future climate change. It also encourages policy changes, such as zoning requirements and incentives, pilot projects, and plans for public lands and rights-of-way.

A five year effort by the California Department of Water Resources, the California Water Plan 2013 Update presents the status and trends of California's water-dependent natural resources; water supplies; and agricultural, urban, and environmental water demands for a range of plausible future scenarios. The California Water Plan also evaluates different combinations of regional and statewide resource management strategies to reduce water demand, increase water supply, reduce flood risk, improve water quality, and enhance environmental and resource stewardship.

Cleveland Mayor Frank G. Jackson’s Office of Sustainability convened a 50-member Climate Action Advisory Committee with representatives of leading organizations from the commercial, industrial, educational, government, and non-profit sectors to inform and create Cleveland's Climate Action Plan (CAP). 33 actions are outlined in the plan, within 6 focus areas including: Energy Efficiency and Green Building; Advanced and Renewable Energy; Sustainable Mobility; Waste Reduction and Resource Conservation; Land Use and Clean Water; and Community Engagement and Public Health.

Statewide drought planning for Colorado has been developed through the preparation and implementation of the Colorado Drought Mitigation and Response Plan (DMRP). This plan was prepared by the Colorado Water Conservation Board, a division of the Colorado Department of Natural Resources. In 2010, the DMRP went through a comprehensive revision. The 2013 updated plan outlines a mechanism for coordinated drought monitoring, impact assessment, response to emergency drought problems, and mitigation of long term drought impacts.

The Delta Stewardship Council was required by the 2009 Delta Reform Act to adopt and implement a comprehensive management plan for California’s Sacramento-San Joaquin Delta by January 1, 2012. The Plan was developed to guide state and local agencies to help achieve the coequal goals of providing a more reliable water supply for California and protecting, restoring, and enhancing the Delta ecosystem. The Delta Plan became effective with legally-enforceable regulations on September 1, 2013. The Delta Plan lays out 14 regulatory policies and 73 recommendations that start the process of addressing the current and predicted ecological, flood management, water quality, and water supply reliability challenges.
