100RC Resilience Advisory Council
The goal of the 100RC Resilience Advisory Council (RAC) is to develop concrete policy recommendations for state and federal governments that support and advance an urban resilience agenda. In particular, 100RC is interested in identifying barriers or inefficiencies cities face in funding resilience projects, such as lack of funding for pre-disaster planning, undervaluation of resilience building actions in federal review of applications for funding, siloed funding and program development from different federal agencies, among others. This network includes resources identified to help the project team and the RAC develop a federal policy platform for the 23 US cities in the 100RC network.

More than two dozen of the most influential cities in the United States are members of 100 Resilient Cities, representing almost every region of the country. Each of these cities is facing a wide range of resilience challenges--from climate change and disaster recovery to social inequality, long-term economic viability and infrastructure improvement and financing. Our cities are looking for ways to protect the most vulnerable, create efficiencies in municipal spending, and do more with the resources already on hand. But too often, we have heard from our cities that federal policies and regulations create barriers or challenges that prevent them from innovative approaches to resilience building.
The project team has consulted the existing literature to develop an agenda to convene the Resilience Advisory Council. This list includes resources we have identified through our own research and other resources recommended through the course of our interviews.

The City of Boulder Resilience Strategy provides an overview of Boulder, Colorado’s resiliency accomplishments, as well as outlines current and future resiliency projects and goals. Development of this plan was supported by the Rockefeller Foundation’s 100 Resilient Cities initiative.

Resilient Oakland - It Takes a Town to Thrive

From the City of Oakland, California, Resilient Oakland is described as a playbook, rather than a finished product or a plan, and is a holistic set of strategies and actions to address interdependent challenges in Oakland. The strategies are focused on equitable access to quality education and jobs, housing security, community safety and resilient infrastructure - to better prepare for natural hazards like earthquakes, and climate change impacts.

Norfolk, Virginia Resilience Strategy
October 28, 2015
The City of Norfolk, Virginia released its Resilience Strategy in October 2015 to address the three major challenges facing the city today including sea level rise and recurrent flooding; a shifting economy; and a need to build strong, healthy neighborhoods. The report proposes high-level strategies and actions to address a wide range of challenges the city faces, focusing on sea level rise and broader risks such as an over-reliance on limited industrial or economic sectors and concentrated poverty.

Resilient New Orleans: Strategic Action to Shape Our Future City

In August 2015, the City of New Orleans released its Resilient New Orleans strategy outlining the city's vision and plan for building a more equitable, adaptable, and prosperous New Orleans that will serve the next generations of residents. The strategy was developed by the City of New Orleans as part of the Rockefeller Foundation’s 100 Resilient Cities Initiative. Resilient New Orleans identifies a number of ongoing and supporting actions that the city is already taking, as well as 14 new strategies that New Orleans will implement in support of its resilience vision.

One New York: The Plan for a Strong and Just City (One NYC)

The 2015 plan for New York City, One New York: The Plan for a Strong and Just City (OneNYC) was originally released in 2007, and again in 2011 under the name "PlaNYC. " As in past iterations of this report, OneNYC addresses New York City’s economic growth, sustainability, and resiliency - but also seeks to address issues of equity, and provides a strategic plan for collectively achieving this goal. OneNYC lays out strategies for dealing with income inequality along with plans for managing climate change impacts, while establishing the platform for another century of economic growth and vitality.

Pittsburgh, Pennsylvania Resilience Strategy
March 2017
The City of Pittsburgh, Pennsylvania released its Resilience Strategy in March 2017 to provide a holistic strategy for helping the city to manage challenges from a changing environment, globalization, and urbanization. The Strategy sets goals, objectives, and action organized around a “P4” community-centered framework addressing resilience in terms of People, Place, Planet, and Performance. The Strategy is intended to be a blueprint to help the city prepare for resilience challenges by helping the city improve coordination among government and non-governmental organizations, improve budgeting and capital coordination citywide, ensure the institutionalization of resilience practices, and increase resident engagement and empowerment.
