The Final Report of South Carolina's Climate, Energy, and Commerce Committee provides a greenhouse gas emissions inventory and forecast, recommended emission reduction goals for South Carolina by 2020, and advice for state and local governments on measures to address climate change. The report includes a comprehensive set of 51 specific policies to reduce GHG emissions and address climate-, energy-, and commerce-related issues in South Carolina. One of these recommendations advocates that the state establish a "Blue Ribbon" Commission to develop a Climate Change Adaptation Plan.

Wisconsin's Global Warming Task Force was created by Governor Jim Doyle, pursuant to Executive Order 191, on April 5, 2007. The Task Force was assigned to develop this strategy to assess and inventory Wisconsin's greenhouse gas (GHG) emissions and set emission reduction goals. The Report proposes over 50 actionable policy recommendations in the utility, transportation, agriculture and forestry, and industry sectors, including a proposed federal or regional GHG Cap and Trade Program, to achieve these goals.

Public Act No. 08-98, An Act Concerning Global Warming Solutions, took effect on October 1, 2008 and set greenhouse gas emissions reduction goals for the State of Connecticut. Section 7 of this Act calls for the Governor's Steering Committee on Climate Change to create a sub-committee to (1) assess the impacts of climate change on state and local infrastructure, public health, and natural resources and habitats; (2) develop recommendations and plans that would enable state and local government to adapt to such impacts; and (3) provide technical assistance to implement recommendations and plans.

In February 2007 the Western Governors’ Association (WGA) unanimously approved policy resolution 07-01, “Protecting Wildlife Migration Corridors and Crucial Wildlife Habitat in the West. " To implement the resolution, the WGA launched the WGA Wildlife Corridors Initiative, a multi-state and collaborative effort that included six separate working groups, each of which was charged with developing findings and recommendations on various aspects of wildlife corridors and crucial habitat. These Working Groups are the Science Committee, Oil & Gas, Energy, Climate Change, Land Use, and Transportation Working Group.

This report is part of a series of case studies of Bay Area local planning efforts and projects that address climate change impacts that the San Francisco Bay Conservation and Development Commission's (BCDC) Adaptation Assistance Program (AAP), San Francisco National Estuarine Research Reserve (SF NERR) Coastal Training Program, and NOAA Coastal Services Center (CSC) are working together to develop. Target audiences for the case studies are local land use planners and resource managers who are interested in seeing examples of how others in the region have assessed climate change risks and incorporated policies and actions into local plans and/or adaptive design features into projects.
